Bids Invited for Nagpur Metro Phase 2’s 48 Coach Contract RS-01

Maharashtra Metro Rail Corporation Ltd. (MAHA-METRO or MMRCL) this week invited tenders to procure 48 new standard gauge coaches (rolling stock) for Nagpur Metro’s 43.8 km Phase 2 project under Package RS-01.

These 48 coaches will be operated as 16 train-sets in a 3 coach configuration (DMC + TC + DMC) on Nagpur Metro’s Orange Line and Aqua Line which were built in Phase 1 and are currently being extended in Phase 2 to Kanhan in the north, Butibori MIDC in the south, Transport Nagar (Kapsi) in the east and Hingna in the west.

The 16 new trains will be operated alongside Nagpur Metro’s 23 CRRC trains and be stabled at Orange Line’s Khapri Depot (14 trains ie. 42 coaches) and Aqua Line’s Hingna Depot (2 trains ie. 6 coaches).

The contract’s scope also includes training of operation and maintenance personnel, and comes with 15 years of Comprehensive Annual Maintenance and providing spares (maintenance, emergency, overhauling, UES etc.), consumables, tools, special tools, testing and diagnostics equipment, jigs, fixtures, gauges and test benches, etc. for maintenance, repair and overhaul.

Per MAHA-METRO’s tender documents, the new cars will be of modern design, lightweight made of stainless steel / aluminium, with 3-phase AC drive having VVVF control, regenerative braking and suitable for ATP and ATO (CBTC based) provided by other designated contractors.

The notice mentions Nagpur Metro’s trains must conform to Grade of Automation-2 (GoA2) standards which is a step below driverless operations (GoA3) and two steps below unattended train operations (GoA4). A table explaining different grades of automation can be viewed here.

This rolling stock contract will be funded from the equity portion of project funds provided by the Government of India and Government of Maharashtra. No Aatmanirbhar Bharat (Make in India) clause has been included, and the supplier has been given the ability to potentially manufacture all coaches at an offshore facility.

Per the tender’s schedule, the assigned supplier will have to deliver the first train (prototype) within 90 weeks, 5th train within 110 trains, 10th train within 122 weeks, and the final 16th train within 136 weeks of the ‘commencement date’ identified in the contract.

With this development, tender notices have been published for all major contracts with contractors for most major systems works (electrification, track-work, telecommunication) getting identified in 2024. I don’t expect MAHA-METRO to invite bids for signaling works and reckon Siemens, the contractor for Phase 1’s signalling, will be awarded a follow-up contract, if not already done.

    Hi TMRG, is it certain that it is not a Make in India contract and bidders can get the trains manufactured at an offshore facility?

    There is nothing in NIT on it and if so then there may be more bidders who may be interested to participate.
