HCC Wins Patna Metro’s PC-05 & PC-06 Underground Contracts

Hindustan Construction Co. Ltd. (HCC) on Monday was declared as the lowest bidder for two underground tunneling contracts, PC05 & PC06, of Patna Metro’s Line-1 connecting Danapur Cantonment – Khemni Chak.

This approximately 8 km underground section of the 30.91 km Patna Metro Phase 1 project will connect Rukanpura Ramp and Mithapur Ramp via twin tunnels built by tunnel boring machines (TBMs).

Package PC-05 will connect Mithapur Ramp – Vikas Bhawan, while Package PC-06 will connect Vikas Bhawan – Rukanpura Ramp. Each package consists of 3 underground stations and comes with a 42 month construction deadline financed through a loan by Japan International Cooperation Agency (JICA).

Delhi Metro Rail Corporation (DMRC) had invited bids for both packages in December 2023 with estimates of Rs. 1683 crore (PC-05) and Rs. 1377 crore (PC-06). Technical bids were opened in October to reveal 5 bidders for both packages.

Note: HCC and Tata submitted bids in a combination of INR and USD. Values shown below are approximation considering a conversion rate of 1 USD = Rs. 84.89 in September 2024

Patna Metro’s PC-05 and PC-06 are the final of 6 civil construction packages (see list) of the entire project left to be awarded.

HCC’s bids were 16.64% (PC-05) and 22.64% (PC-06) below DMRC’s estimates, so civil contracts should be awarded by DMRC in the coming weeks after JICA allows them to proceed. When that’s done, these will be HCC’s second & third major contracts this year after Indore Metro’s 8.626 km Package IN-05R.

With this development, I expect basic ground work to start in Q4 2025, actual construction work in Q2 2026, and tunneling work no sooner than Q4 2026.

Companies do usually bid way more less amount, then they find loop hole in contract documents and then they claim extra amount by showing loopholes to clients, by this this L1 companies makes profits
