ITD Cem Wins Kolkata Metro Birati Extension’s Underground Contract

ITD Cementation on Tuesday was declared as the lowest bidder for the civil construction contract of 6.87 km Kolkata Metro Line-4’s underground extension from Biman Bandar (Kolkata Airport) to Birati.

This contract is part of the Metro Yellow Line’s 11.26 km extension to Barasat in north-east Kolkata. Its scope includes construction of a 3.59 km metro tunnel, one underground metro station building at Birati, and subway work for Birati and Michael Nagar stations.

The metro tunnel along Kolkata Airport’s boundary wall will be constructed by RCC box pushing method (no tunnel boring machines (TBMs) will be deployed), while Birati station will be constructed using the cut & cover method.

Metro Railway Kolkata had invited bids for this contract in August 2024 with a Rs. 1330.47 crore estimate and 910 day (2.5 year) deadline.

ITD Cem’s bid of Rs. 1097.23 was 17.55% lower than Kolkata Metro’s Rs. 1330.47 crore estimate, so a contract should be awarded in the coming months following approvals from Railway officials.

Interestingly, the this contract’s scope also includes all systems work within the 3.59 km tunnel – from track to E&M to tunnel ventilation to 750 V DC Third Rail installation works. Typically those are part of multiple separate packages.

As shared in the past, this is a contract re-tender. Back in March 2022, Senbo Engineering was declared as the lowest bidder for this section’s 2 underground civil packages.

    Again, tender going to the lowest bidder that too at 17% approx. lower than bidding cost. It’s just non-understandable to me that how the Contractor shall be delivering the quality works at this much cost…!!
