Navayuga Wins Thane Coastal Road’s Contract in Maharashtra

Navayuga Engineering Company Ltd. (NECL) was today declared as the lowest bidder to construct 13.45 km Thane Coastal Road project north of Mumbai, Maharashtra.

This 6 lane expressway by Mumbai Metropolitan Region Development Authority (MMRDA) will connect Kharegaon Toll Naka on Mumbai – Nashik Highway (NH-160 / old NH-3) with Gaimukh on Ghodbunder Road (MH SH 42). Along the way, 3 new creek bridges will be constructed to provide connectivity to the upcoming 126 km Virar – Alibaug Multi-Modal Corridor.

Thane Coastal Road project had received final clearance from Maharashtra Coastal Zone Regulatory Authority (MCZRA) in August 2023. The 40m wide road will comprise of a 120m long creek bridge and a 6-lane 8.11 km elevated viaduct through 10.0377 HA of mangroves.

The project’s Detailed Project Report (DPR) was prepared by Technogem Consultant and Tata Consulting Engineers (TCE) was appointed as the DPR’s Peer Review Consultant.

MMRDA had invited bids for construction in June 2024 with a Rs. 2597.91 crore estimate and 4 year deadline including a 2 year defects liability period (DLP).

Technical bids were opened on July 15 to reveal 3 bidders out of which Ashoka Buildcon’s bid was found technically non-compliant to the tender’s conditions and was disqualified.

NEC’s bid of Rs. 2799 crore was 7.73% higher than MMRDA’s estimate of Rs. 2597.91 crore, which I reckon should be accepted by MMRDA’s tender committee for contract award after some back and forth negotiations.

Thane Coastal Road project aims to provide an alternate bypass road to Ghodbunder Road and divert traffic – especially commercial (goods) traffic – from entering Thane city.

On the north-side, this project will link up to the 5.5 km Gaimukh – Fountain Hotel Tunnel project for which bids were just invited. Phase 2 of Thane Coastal Road project will see the expressway getting extended further south from Kharegaon to Anand Nagar in Kopri.
