DB – Hill JV Wins Gurugram Metro HUDA – Cyber City Line’s General Consultant Contract
DB Engineering & Consulting (DB E&C) – Hill International JV earlier this month was declared as the preferred bidder for the General Consultant (GC) contract of Gurgaon Metro’s 28.5 km line connecting HUDA Millennium City Centre and Cyber City.
This new elevated corridor by Gurgaon Metro Rail Ltd. (GMRL), earlier known as Haryana Mass Rapid Transport Corporation Ltd. (HMRTC), will form a ring line and connect Gurugram and Old Gurugram via 27 stations.
Its General Consultant contract is the second significant contract after the Detailed Design Consultant (DDC) contract where SYSTRA was declared as the lowest bidder in July after four rounds of bidding.
HMRTC had invited bids for the General Consultant contract in May 2024 and expects the consultant to stay on board for four years. The GC’s scope will include assisting HMRTC with design, supervision, safety, quality control and contract management.
HMRTC had received 8 bids in December 2024 when technical bids were opened. Among them, only DB – Hill JV and AYESA Ingenieria y Arquitectura qualified to the next (financial bid opening) round.

HMRTC’s Brief Scope: Appointment of General Consultants (GC) for metro line between Millennium City Centre and Cyber City

Per a GMRL official who spoke with the Hindustan Times: “the negotiations to hire the general consultant were held in Panchkula on Friday and the bidder was finalised. The contract for general consultant will be awarded soon as all formalities have been completed. The joint venture of DBEC and Hill International was found most suitable. The general consultant will oversee the entire project from start to finish and the period of work is four years“.
Back in May 2025, GMRL received 8 bids for the construction of the line’s first section (Package CC-01) from Millennium City Centre to Sector 9 – see details here.
The project was approved for construction by the Indian Government’s Union Cabinet in June 2023 and is experiencing obnoxiously severe delays even before construction begins which I see at this point starting no sooner than 2026.
