Sam India Builtwell – Gulermak JV today emerged as the only technically qualified bidder for constructing the 7.473 km Haiderpur Badli Mor – Ashok Vihar package DC-03R of Delhi Metro’s Phase 4 project after officials from the Delhi Metro Rail Corporation (DMRC) completed technical bid evaluations of the two bids received.

Longjian – KEC JV’s technical bid was rejected after being found technically non compliant to the tender conditions, which automatically makes Sam India – Gulermak JV the lowest bidder for DC-03R when their financial bid is opened on June 3 (Wednesday) afternoon.

Bids for Package DC-03R’s construction were re-invited in January 2020 with an estimate of Rs. 755.41 crore after a failed round of bidding in 2019 – see more info at the bottom of the post. Technical bids were opened on February 19 to reveal that only 2 bids had been placed.

Package DC-03R is the third and penultimate package of the 38.235 km Magenta Line (Line-8)’s 28.92 km extension from Janakpuri West – RK Ashram. Prior contracts awarded to CCECC – KEC JV for Vikaspuri Ramp – Haiderpur-Badli Mor (Package DC-01) and HCC – VCCL JV for Vikaspuri Park Shaft – Vikaspuri Ramp (Package DC-06).

Besides constructing the viaduct, the assigned contractor for DC-03R will have to build 4 stations at Bhalswa, Majlis Park (interchange with Pink Line), Azadpur (interchange with Pink & Yellow lines) and Ashok Vihar. The line’s viaduct will partly be integrated with a PWD flyover between Azadpur and Derawal Nagar on G.T. Road –

Brief Scope of Package DC-03R: Part Design and Construction of Elevated Viaduct, Elevated Ramp, Siding lines, Viaduct for connection to Mukundpur Depot and four Elevated Stations viz. Bhalswa, Majlis Park, Azadpur and Ashok Vihar {Excluding Architectural Finishing works, Steel FOB (except at Ashok Vihar station which is including) & PEB works of stations} from Chainage 15206.166 m to 22680.000 m of Janakpuri West to R.K. Ashram Corridor (Extn. Of Line-8) of Phase-IV of Delhi MRTS and partly integrated and partly independent flyover of PWD between Azadpur and Derawal Nagar on G.T. Road.

As stated at the top of the post, this was the second round of bidding for this package’s construction. In the first round which got cancelled, DMRC invited bids in August 2019 and 5 bidders responded – Dilip Buildcon Ltd., KEC International Ltd., Larsen & Toubro Ltd., NCC Ltd. and PNC Infratech Ltd.

Financial bids were opened in December 2019 to reveal Dilip Buildcon placed the lowest bid at Rs. 825.62 crores which was about 10.57% higher than the DMRC’s estimate of Rs. 755.41 crores – which led to a termination of the bidding process.

Coming back to DC-03R, if no issues arise during the financial bid evaluation of Sam India – Gulermak JV’s bid when it is opened on Wednesday, then in the coming weeks they will be issued a letter of award (LOA) with a completion period of 30 months. Whether this goes into a re-tender for a 3rd time or not – we shall soon find out!

Bids for the construction of Package DC-05 – the next (and final) package of the Magenta Line’s extension are yet to be invited. That roughly 7 km underground section will consist of 6 stations at Derawal Nagar, Ghanta Ghar, Pul Bangash (interchange with Red Line), Sadar Bazar, Nabi Karim and RK Ashram (interchange with Blue Line).

June 3 Update: Sam India – Gulermak JV’s bid is only Rs. 10.71 crore higher than DMRC’s estimate and within striking range. If no issues arise, then DC-03R’s contract should be awarded to them this month.

      Same. I understand the importance of another north-south line in the core of the city (especially along GT Road and western side of purani Dilli) to densify the network, but not sure if extending the Magenta Line was the best idea.

        I live near RK Ashram Marg metro station..
        And the only good thing is – people going to Sadar Bazar from far flung areas for wholesale buying ,need e rickshaws for travel after deboarding at Rk. And the road from RK Ashram to Sadar Bazar is very congested, with a major redlight ( long , long one) at PaharGanj intersection.
        Also it will provide direct connectivity to red line, Which is not available now.

      Agreed. The final line shape from Botanical garden to RK Ashram Marg wold look quite wierd. I think that instead of pink line, the magenta line should have been extended from haiderpur onwards till Maujpur. That way it could have truly become the outer ring road line.
