World Bank to Provide Loan for 106.5 Km Delhi – SNB RRTS Line

The National Capital Region Transport Corporation (NCRTC) on Monday invited tenders (bids) for preparing an Environmental and Social Impact Assessment (ESIA) for the upcoming 106.5 km Delhi – Gurugram – SNB (Shahjahanpur – Neemrana – Behrod) Regional Rapid Transit System (RRTS) line.

Within that tender notice, NCRTC has disclosed that the World Bank will be supporting the Delhi – SNB RRTS corridor, the second line of Delhi’s semi high-speed RRTS project, through a loan for an undisclosed amount. The exact use of these funds, whether for civil construction or systems-procurement or both, hasn’t been provided either.

Here are some relevant excerpts from the tender notice (bolded text is my emphasis):

Objective of the Assignment

As per the proposed financing scheme for this project, part of the funds required for the implementation of this RRTS corridor shall be provided by World Bank. For the loan processing purpose, Environmental and Social assessments (ESA) of the project needs to be conducted required to be prepared as per World Bank Environmental & Social Framework (applicable from October 1, 2018) and applicable legal and regulatory framework of GOI and respective states.

The objectives of this assignment are as follows:
a) Conduct an Environment and Social Impact Assessment in accordance to Environment and Social Standard ESS1: Assessment and Management of Environmental and Social Risks and Impacts, and will consider, in an integrated way, all relevant direct, indirect and cumulative environmental and social risks and impacts of the project i.e. Delhi (SKK)- SNB RRTS Corridor and its Associated facilities, including those specially identified according to the ESS 1 to 10;
b) Based on the assessment findings, prepare commensurate mitigation plans (ESMP including plans to meet the requirement of the relevant ESS; Resettlement Action Plan, Stakeholder Engagement Plan, etc.); and
c) Provide inputs to preparation of the Environment and Social Commitment Plan (ESCP).

Scope of Work

In line with the requirements of the World Bank’s ESF, NCRTC now wishes to engage a Consulting Firm (hereafter named “the Consultant”) for the preparation of an Environmental and Social Impact Assessment (ESIA) and preparation of management/mitigation instruments to address project’s E&S risks and impacts to help ensure that project is environmentally & socially sound and sustainable & contribute to the development of environmental & social development goals. It will include assessing and monitoring the environmental and social risks and impacts of the project throughout the project life cycle. The assignment would be undertaken in broadly three stages – i) Inception Stage; ii) Conducting of ESIA; iii) Preparation of commensurate ESMP/Mitigation Plans

Going forward, all tender documents are expected to carry verbiage on the World Bank and its bidding guidelines. Within the technical submission form of this tender (and future tenders), bidders will need to attest they or their service providers have not been barred by the World Bank:

We, along with any of our sub-consultants, subcontractors, suppliers, or service providers for any part of the contract, are not subject to, and not controlled by any entity or individual that is subject to, a temporary suspension or a debarment imposed by the World Bank Group or a debarment imposed by the World Bank Group in accordance with the Agreement for Mutual Enforcement of Debarment Decisions between the World Bank and other development banks. Further, we are not ineligible under the Client’s country laws or official regulations or pursuant to a decision of the United Nations Security Council.

The Delhi – SNB RRTS line will have a design speed of 180 km per hour and an operating speed of 160 km per hour.

It will consist of 16 stations at Sarai Kale Khan, INA, Munirka, Aerocity, Udyog Vihar, Gurugram Sector 17, Rajiv Chowk, Kherki Daula, Manesar, Panchgaon, Bilaspur, Dharuhera, MBIR, Rewari, Bawal and Shahjahanpur – Neemrana – Behrod (SNB). In the future, it is planned to be extended further southward to Sotanala by 35 km and to Alwar by 58 km.

The RRTS system’s 82.15 km Delhi – Meerut RRTS line is being funded partly by the Asian Development Bank (ADB) through a USD 1,549 million (approx. Rs. 11,725.93 crore) loan and by the Asian Infrastructure Investment Bank (AIIB) through a USD 500 million (approx. Rs. 3785 crores) loan – see details. Update: The New Development Bank (NDB) is also evaluating a $500 million loan.

    What is the status of central Government approval of Del-SNB project? Any specific reason to hold the approval….

      The line first requires the Delhi government’s approval. Then the DPR will be sent to the CG for its cabinet’s approval.
