L&T Wins Delhi – Meerut RRTS’ Track-Work Package 17

Larsen & Toubro today emerged as the lowest bidder for the 82.15 km Delhi – Meerut RRTS Line‘s Package 17 involving the supply and installation of tracks, after officials from the National Capital Region Transport Corporation (NCRTC) opened financial bids submitted by different firms.

NCRTC had invited bids from firms in April 2020 with a 1260 day (3.45 years) period of completion. They opened technical bids in July to reveal 3 bidders – L&T, IRCON and KEC International. During technical bid evaluation, IRCON International’s bid was rejected and as such their their financial (price) bid was not opened.

NCRTC’s estimate is unknown. L&T beat the KEC consortium by just 6 lakh rupees.

Per NCRTC, ballastless tracks were chosen for the following reasons:

  • Low maintenance requirements
  • Less dimension of track both depth and width (results in reduction of Tunnel Diameter)
  • Saving in elevated structure cost due to less weight
  • Maintenance of complex Geometric parameters of track
  • Increased service life
  • Make in India- Equal Opportunity for Indian contractors

If no issues arise during financial evaluation, then Larsen & Toubro will go on to be awarded with Package 17’s contract with a completion period of 1260 day (3.45 years). After the 33 km Package 3 connecting Duhai – Modi Nagar – Shatabdi Nagar, this will be their second allotted package on this RRTS line.     Heard that price bid opening was not conducted online, Infact it was sent to bidders through mail. Is this correct news ? If yes then there is something fishy. How can price bid opening result be shared only through mail, and for a contract value of more than 650 Crs, difference is only 6 lakhs?

      NCRTC’s tender process is conducted electronically from what I know. There are only a handful of metro/railway orgs that still do submissions manually.

      I can’t speak for what goes on behind the scenes, but I’ve seen the BOQ financial result document – there are 7 line items. L&T and KEC quoted vastly different numbers for each, but co-incidentally their cumulative totals ended up being awfully close to each other.
