19 Bidders for Delhi – Mumbai Expressway JNPT Spur’s Construction

19 construction firms have submitted a total of 42 bids to construct Packages 14, 15 and 16 of the 1350 km Delhi – Mumbai Expressway (DME) project‘s JNPT Spur after the National Highways Authority of India (NHAI) opened technical bids today.

The 92 km spur in Maharashtra will connect Virar with Jawaharlal Nehru Port via an 8 lane greenfield access-controlled road skirting around Mumbai. Its construction has been divided into 5 packages: 14, 15, 16, 17 and 18. Bidding is underway for Package 17 (current bid opening: August 13), while tenders for Package 18 haven’t yet been invited.

NHAI invited tenders for Packages 14, 15 & 16’s construction back in January with a 2 year deadline.

Package 14 – Shirsad to Akloli

Brief Scope: Construction of Eight lane access controlled Expressway from Km 3.000-Km 20.200 (Shirsad to Akloli Section-SPUR of Vadodara Mumbai Expressway) in the State of Maharashtra on Hybrid Annuity mode under Bharatmala Pariyojana (Phase II-Package XIV)

  • Length: 17.2 km
  • Bids Received: 12

Package 15 – Akloli to Amne

Brief Scope: Construction of Eight lane access controlled Expressway from Km 20.200-Km 43.000 (Akloli to Amne Section-SPUR of Vadodara Mumbai Expressway) in the State of Maharashtra on Hybrid Annuity mode under Bharatmala Pariyojana (Phase II-Package XV

  • Length: 22.8 km
  • Bids Received: 17

Package 16 – Amne to Bhoj

Brief Scope: Construction of Eight lane access controlled Expressway from Km 43.000 to Km 69.800 (Amne to Bhoj Section-SPUR of Vadodara Mumbai Expressway) on Hybrid Annuity mode under Bharatmala Pariyojana (Phase II-Package XVI)]

  • Length: 26.8 km
  • Bids Received: 13

All 42 bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor for each package.

The project’s feasibility report has a detailed description of its route with a list of interchanges, major and minor river bridges, including a 4.39 km tunnel through Matheran Eco-Sensitive Zone – a part of Package 17.

The entire Delhi – Mumbai expressway has been divided into 4 sections with a total of 52 tenders / packages – see a list and their status here.

As shared yesterday in Package 26’s post – while sections of this project may open in 2022, ongoing long tendering delays makes me believe the entire project will be ready no sooner than 2024.

    As per feasibility report, ‘MMRDA planned to develop a Multi-Modal Corridor(MMC) which connects SPUR alignment at km 79+800 and further connect at JNPT and Aulibag. During the meeting between MMRDA & NHAI, it was decided to have a common corridor of MMC & SPUR beyond km 79+783(village Morbe) to JNPT’ So looks like pkg 18 will be built by MMRDA and not by NHAI.

    how is acquisition being done at interchange by NHAI ?
    Do they acquire whole boundary of interchange or only the road width ?

      Typically entire area is acquired, but I’ve seen them sometimes leave the area between interchange loops for farming.
