NCC Wins Bangalore Metro Airport Line’s Construction Work

November 17 Update: BMRCL has issued LOAs to NCC for all 3 civil construction packages.

September 14 Update: NCC Ltd. today emerged as the lowest bidder to construct all 3 packages of Bangalore Metro’s 37 km Airport Line (Blue Line) which will link Bengaluru’s Kempegowda International Airport (KIA) to KR Puram.

These 3 elevated packages of the Bangalore Metro Phase 2B project range from 11 to 15 kms and consist of 15 out of the 17 stations planned on the line.

Bangalore Metro Rail Corporation Ltd. (BMRCL) had invited tenders for construction in July 2020 with a completion deadline of 24 – 27 months. Technical bids were opened in June 2021 to reveal 5 bidders had submitted a total of 12 bids.

This length include approx 718.18m cut & cover portion in front of Yelahanka Air Force Station.

I’m surprised to see ITD got disqualified. NCC’s bids were still 15.46%, 15.91% and 9.55% higher than BMRCL’s estimate for each package which makes the award of contracts tricky, especially for packages 1 & 2 which are closer to the city.

BMRCL will definitely invite NCC’s management for negotiations in the coming weeks and I’m curious to see its outcome. I don’t see this heading into a time consuming retender, but you never know.

NCC’s prior experience in Bangalore includes building the Green Line’s 5.799 km Yelachenahalli – Silk Institute extension of Phase 2 which opened in January 2021. Some minor civil work to connect with Anjanapura Depot is still underway.

Coming back to Phase 2B, tender notices are still pending for the following packages:

  1. Doddajala Depot (“Airport Depot”) at Trumpet Interchange
  2. Augmentation of Baiyapanahalli Depot
  3. Construction of Sky Garden and KIA Terminals stations (from BIAL)

1 and 2 might be combined into one civil package as they’ll have 1 Detailed Design Consultant.

    I think this is first time a single entity got the complete all 3 packages. It is both good and bad. Good that multiple sync up between different companies will not be needed for Pkg1,2,3 updates. But bad if the company faces any trouble then all the pkgs will be under risk.

      This means that Trains will go Underground near Runway Approach of Yelahanka Air Force Base. Basically its not actual Underground, but like an Underpass.
      As u know that Yelahanka Air Force Base is one of the most Important Airbases of IAF to guard the southern skies of India, But the metro line is so close of the Runway thay it might hinder operations of Airbase especially during Emergency times. So BMRCL have decided to make the section near Runway of the Airbase Underground using Cut and Cover Method to reduce the construction cost.

      The line will go underground near airport as it is near the end of runway. So there has to cut and cover type of line.

      You are absolutely right. Except for soil testing work I am not seeing any progress between Silk Board and Iblur stations and this belt has many trees that needs to be removed and the petition is still hanging in local courts.

    Are the locations of the metro stations for kr puram to airport line finalized? In other words is your location the precise location with an error of 50-100 mtrs or could it be in the error range of 400-600 mtrs?

      The route shown here is the right one. I’m 95% sure that the line will pass through the specified roads. The details of the route might be blurry as of now. For example, on which side of the Airport Elevated Corridor will the viaducts be erected and more of such details. Let’s just hope that this line will get completed and commissioned on time.

    NCC handled previous metro projects and last one being Yelachenahalli to Silk Institute extension and they delayed by at least 3 years.During tender process BMRCL should even demand for timeline not just the money ,and if project is getting delayed firms should be fined heavily.

      Silk Institute extension was riddled with land acquisition issues which delayed the line. BMRCL seems to have learnt it’s lessons from previous lines and have acquired most of the land required for the lines between Central Silk Board and KIA. They have been very careful before starting construction of these lines as these are high density corridors and delays in construction will prove to be disastrous for the people commuting on this road.

    Surprised that ITD and L&T did not win the bids. Hope NCC also maintain high standards and completes work on time and do justice to people of Bengaluru. Of course BMRCL and govt should allow them to achieve it by clearing the obstacles if any.

    There are new skywalks being constructed on the stretch between KR Puram to Hebbal. This they are constructing even after knowing that metro construction will demolish the skywalk. Is there no way to stop wastage of this public money?

      Despite knowing the fact of metro construction BDA,BBMP and BMTC built Bus
      lane,Cycle lane and white topping an overall wastage of around 1000 crores . As usual multi crore corruption and scam.

    Sir, any updates on tunneling progress in Namma Metro?

      First breakthrough is scheduled at 10:00 am on September 22. Urja which started tunneling on July 30, 2020 from Cantonment station will achive the first breakthrough for the phase 2 tunneling work at Shivajinagar station.

      As of today, 7 of the total 9 TBMs are tunneling right now with the other 2 TBMs being configured for commissioning.

      The complete tunneling work for phase 2 pink line is expected no sooner than 2024-2025.

        Very detailed information sir. Thanks. Glad to know that Urja is doing great speed. It would be great if tunneling gets completed in 2024 itself so that the line can be used from 2025. This line is very vital for Bangalore connecting close to Manyata Park. The interchage with Jayadeva means both IT hubs electronic city and Manyata are well served with rapid transport. It is indeed a blessing having both these IT hubs connected.

    Why does this process take whole of 1 year? And after that they take 1 year to award the contract and start the work. And they expect the construction to complete in 24-27 months. There is no accountability of this, Yogi is doing much much better & faster work in UP metro rail construction that KA.

    Airport line work was to begin by end of October, Anjum Pervez himself said. Now we are in middle of November. And nothing started. They don’t value their own words. How are they going to finish 1 year before schedule,,. Really sad.
