Afcons Wins Delhi Metro Phase 4’s DC-09 Underground Work

Afcons Infrastructure today emerged as the lowest bidder for tunneling contract DC09 of the Delhi Metro’s Silver Line through Chhattarpur after Delhi Metro Rail Corporation opened financial bids.

This 6.51 km section, with twin-tunnels smack-dab in the middle of Phase 4 project’s new 23.622 km Silver Line, will connect Kishangarh Station’s east-end (chainage 5356.285) with a ramp (chainage 11867.000) west of Saket G Block Station through 4 stations at Chhattarpur (interchange with Yellow Line), Chhattarpur Mandir, IGNOU and Neb Sarai.

DMRC had invited tenders for this package – financed by JICA – in May 2021 with a 42 month deadline and an unknown estimate. They had previously estimated it to cost Rs. 1427.872 crore, but I’m not sure if that is still current.

Brief Scope: Design and Construction of Twin Tunnel (Up & Down Line) by Shield TBM, Cut and Cover Tunnel box, Underground Ramp and four Underground stations namely Chhattarpur, Chhattarpur Mandir, IGNOU and Neb Sarai with Entry/Exits & Connecting subways from chainage 5356.285 mtr. to 11867.000 mtr. of Aerocity to Tughlakabad Corridor of Phase-IV of Delhi MRTS.

DC-09’s design details such as crossover and ramp locations can be viewed here.

DMRC’s current estimate for DC-09 is unknown, so I can’t provide an assessment on how Afcons bid is placed and what the next steps look like.

If it is within DMRC’s acceptable range, then we should see a contract getting awarded by early next year with construction work starting in Q2 2022. When awarded, Afcons will be required to use at least 5 tunnel boring machines (TBMs).

With this development, financial bids for all 4 JICA-funded underground packages of Phase 4 have been opened, with Afcons winning 3 of them. None have been awarded so far. See a list of all Phase 4 packages and their status here.
