KEC Wins Delhi Metro Phase 4’s RSS AMS Electrification Contract

March 8 2022 Original Post: KEC International on Tuesday emerged as the lowest bidder for commissioning receiving and auxiliary main substations including high-voltage cabling works (Package DE-04) for Delhi Metro’s Phase 4 project.

The city’s 65.1 km Phase 4 project is well under construction and includes 1 new line (23.62 km Silver Line: Aerocity-Tughlakabad) and the extension of the Magenta Line (28.92 km Janakpuri West – R.K.Ashram) and Pink Line (12.58 km Mukundpur – Maujpur).

New receiving substations will be built at Madhuban Chowk, RK Ashram, Sangam Vihar and Vasant Kunj, while existing substations at Mukundpur, Indraprastha and Rithala will be augmented.

Delhi Metro Rail Corporation (DMRC) had invited bids for package DE-04 in June 2021 with a Rs. 297.90 crore estimate and 36 month completion deadline. Technical bids were opened in November 2021 to reveal 6 bidders, and during evaluation Linxon and Sterling & Wilson were disqualified.

KEC’s bid of Rs. 267.98 crore was well below DMRC’s estimate of Rs. 297.90 crore, so I see a contract being awarded in the coming weeks without a long financial bid evaluation period.

This package will be financed by Japan International Cooperation Agency (JICA) through a Rs 8,390 crore loan which will be put towards financing 44 civil & system packages. A list of all Phase 4 packages and their status can be viewed here.
