TLL-EVRASCON JV Wins Singhpora – Vailoo Tunnel’s Contract
Transrail Lighting Ltd – Euro-Asian Construction Corporation (EVRASCON) JV on Thursday was declared as the lowest bidder for the civil construction of the 10.3 km Singhpora – Vailoo Tunnel project by National Highways and Infrastructure Development Corporation (NHIDC).
This project on NH-244 (old NH-1B) in Jammu and Kashmir will consist of 2 tunnels – a 10.331 km Tube-1 and a 10.363 km Tube-2. Along with the approach roads, this strategic project under Sinthan Pass will be 38.611 km long and drastically shorten the distance between Anantnag – Khellani.
NHIDC had invited tenders for its construction in August 2022 with a Rs. 3253.58 crore estimate and 1826 day (5 year) completion deadline. Technical bids were opened in January to reveal 10 bidders.

Brief Scope: Construction of Uni-directional Singhpora – Vailoo Tunnel (Under Sinthanpass) of length 10.331km/10.363km (Tube-1/Tube-2) and its approach road of total length 38.611 km in Union Territory of Jammu and Kashmir on EPC mode.
TLL-EVRASCON JV’s bid was 26.63% below NHIDC’s estimate, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.
Besides this project, I’m also tracking the 8 km Shudmahadev – Dranga twin tunnel project shown in the map above. NHIDC had received 11 bids for its construction contract in January. Financial bids are planned to be opened on February 10, so stay tuned to see who wins that!
