Jindal Wins Mumbai Metro Line-4’s Head Hardened Rails Contract

Jindal Steel & Power Ltd. (JSPL) on February 1 was declared as the lowest bidder to supply 9800 MT of head-hardened rails for Mumbai Metro’s 32.32 km Line-4 and 2.88 km Line-4A (Green Line) conecting Wadala – Kasarvadavali – Gaimukh through 34 elevated stations.

These special tracks for Package CA-150 will be 60E1 – 1080 grade as per Indian Railway Specification T-12-2009, and manufactured through a special heat treatment process to provide additional strength, lower residual stress, elongate track-life and minimize maintenance.

Mumbai Metropolitan Region Development Authority (MMRDA) had originally invited bids for this contract in November 2020 with a Rs. 80.46 crore estimate and 15 month delivery deadline.

For the latest round, bids were re-invited in November 2022 with a 550 day (1.5 year) deadline and unknown estimate. Technical bids were opened in November to reveal 2 bidders: JSPL and Japan’s Mitsui & Co. Ltd.

Mitsui’s technical bid during evaluation was found non-compliant to the bidding conditions, so they were disqualified which automatically made Jindal the lowest bidder prior to its financial bid being opened.

JSPL’s Financial Bid: Rs. 110,32,06,580.00

Brief Scope: Supply of 9800 MT 60E1 (UIC-60), 1080 Grade Head Hardened (HH) Rails as per IRS T-12-2009 for Line-4 [Bhakti Park – Kasavadavali] and extension corridor [Kasaravadavli – Gaimukh] of Mumbai Metro Rail Project of MMRDA, Mumbai.

MMRDA’s estimate is unknown to me, so I can’t provide an assessment on the chances of a contract getting awarded. We’ll have to wait and see how this plays out.

Within India, JSPL is the only Indian rail manufacturer capable of producing these special tracks. Their rail plant is located in Raigarh, Chhattisgarh and has a capacity of producing 30,000 tonnes of head hardened rail per month – watch a news video.

Back in December 2022, they were awarded Bhopal & Indore Metros’ Head Hardened Rail contract by MPMRCL to supply 8120MT to Bhopal and 8425MT to Indore – see details.

      Yes the land has not been finalized since they want State Government to release land but the farmers who were farming on it are not releasing their rights apart it’s a shallow water park and green zone. If they dereserve a particular portion of land then people will get annoyed with them probably post DPR is made they will allot the land.

    Despite Eknath Shinde being the Urban development minister and now the CM of Maharashtra from Thane, he has done almost nothing for Thane people to expedite this line. Work started in 2018 yet no progress. This is injustice to Thane people. No one is even showing any shame.

      Thane has been given step treatment by the authorities. Mumbai has MMRDA navi Mumbai Cidco and Thane has most corrupt TMC.
