Versova – Dahisar Coastal Road: L&T, MEIL, APCO & JKIL-NCC Win Contracts

February 5, 2024 Update: BMC has awarded contracts for all 6 packages of the Versova – Dahisar Coastal Road project.

December 22, 2023 Original Post: APCO Infratech, Megha Engineering and Infrastructures (MEIL), Larsen & Toubro (L&T) and J Kumar Infraprojects – NCC JV were today declared as the lowest bidders to construct different packages of the 22.93 km Versova – Dahisar Coastal Road project in Mumbai.

This six lane project by Brihanmumbai Municipal Corporation (BMC) in Mumbai’s western suburbs is also known as Versova-Dahisar Link Road (VDLR).

The project’s construction is estimated to cost Rs. 16,621 crore and will be carried out via 6 packages (A, B, C, D, E & F) which includes a series of elevated roads, a cable-stayed bridge, an arched “basket” bridge, ramps and tunnels.

APCO Infratech won 2 packages (A & F), MEIL won 2 packages (C & D) for underground tunneling works, Larsen & Toubro won package E which includes a roughly 80m observation tower, while J Kumar – NCC JV won package B which includes a 4.46 km connection to the 12.20 km Goregaon – Mulund Link Road (GMLR) project.

BMC had invited tenders for the project’s construction in August 2023 with a 4 year construction deadline. Technical bids were opened earlier this month to reveal 5 bidders had submitted a total of 18 bids (3 bids for each package). Afcons Infrastructure is the only firm that didn’t win any package.

The lowest bid in each package was either lower (B) or marginally higher (A, C, D, E & F), so contracts should be awarded in the coming weeks without a long financial bid evaluation period.

Packages C & D will see MEIL deploying two tunnel boring machines (TBMs) with a diameter of 15.72m, which will make them the largest to be deployed in India. They’ve traditionally partnered up with Herrenknecht AG (recent order includes 4 TBMs for Thane – Borivali project), so I wouldn’t be surprised if that’s their chosen vendor.

As shared earlier, although the project is referred to as a Coastal Road, there’s another parallel road planned further west along the actual coast known as Versova – Virar Sea-Link (VVSL). That expressway will be built as part of the Mumbai Coastal Road project and would be an overkill. I’d rather have funding for it allocated towards public transport.

    I really hope that the Versova – Virar sea link is cancelled in favour of metro lines. For that 70k crore price, you could build like 6 or 7 metro lines in cities in Maharashtra that could carry way more people than the road could, and would be easier to maintain as it wouldn’t be in the ocean. The Versova – Dahisar road should go through though as a compromise with the pro-auto babus, and the 16k crore cost of it seems much more reasonable and easier to maintain as it’s not in the ocean.

      A’s southern terminal is supposed to be on Versova Marg where metro’s Line-1 ends. This is ~300m north of where the Versova Connector of Versova-Virar Sealink starts/ends.

    Full waste of money as the only road needed was from virat West to Borivali West and Naigaon east to bhayander east. This would have sorted the issue. Metro are useless and don’t operate post 10pm.

    Absolute waste of money..Or rather a project simply to umsurp or create real-estate our of mangrove coasts.

    Totally unnecessary when there is already a 6 lane massive sea link planned into the sea.

    Just to rival another planning agency BMC hurriedly called for tenders.

    Don’t think there is environment permission for the same

    Coastal road like in South mumbai should have been built along the coast from versova to virar. That would have been beautiful like in South mumbai. Two bridges on the sea is foolish planning . ( bandra-versova, and versova-virar). One side there is talk of development, other side is obstructions like CRZ and mangroves.

      Mangroves Trees is a ‘Green Wall’ Protecting Region from Storms, Typhoons and Tsunamis Come From Sea. Especially Mangroves Trees Should be Protected Conserved and Places. Replant the New Mangroves Trees that was Distroyed For Reclamation. Seaside Towns/Villages People had lot of Money , Don’t Care about the Environment.

      Harsh reality of us staying in madh with no facility to doctors or schools.
      Right to a medical facility is drowned by a certain section of people who are simply looking for exploiting people.

      Right to good education is compromised also.

        Versova madh bridge is required for elevating the lives of people staying here.
        How it will help
        1. Will Stop wastage of precious resources like petrol or diesel …as it takes 1.3 hours to reach andheri
        2. There is not one hospital here. A bridge will ensure any health facility in andheri will become closer.
        3. Not one good school in madh

        Versova madh bridge has to be considered and implemented!

      Used in surveying for measuring distance between 2 points of interest along an imaginary line.

      Starting point of a project is always 0+000 (basically 0.000 kms)

    Waste of peoples tax money on unnecessary coastal roads in Mumbai. First of all correct the names of metro stations,according to the area.Versova metro station, is in 7 bungalows, versova is still ahead about 3 to 4 kilometers.
