4 Bidders for Mumbai Metro Line 7A & 9’s Electrification Contract CA-176

Four firms have submitted bids for the 25 kV AC OHE electrification contract of Mumbai Metro’s Red Line (Line-7A & Line-9) after Mumbai Metropolitan Region Development Authority (MMRDA) opened technical bids today.

Both these extensions of the operational 16.5 km Line-7 are under construction by J Kumar Infraprojects via civil Package CA-48 since March 2020.

Underground Line-7A (Gundavali – Airport Colony – CSIA) is a 3.17 km southern extension of Line-7 where the electrification contractor will mostly install rigid OHE (ROCS). Elevated Line-9 (Mira Bhayandar – Dahisar East) is a 11.38 km northern extension of Line-7 and will be equipped with flexible OHE (FOCS).

MMRDA had invited bids for this contract (Package CA-176) in June 2023 with a Rs. 108.01 crore estimate and 30 month deadline.

Note: List below shows lead bidders. Some of the bidders may be in a joint venture with others as Siemens has traditionally bid with RVNL, while Leena has bid with Cimechel Electric Company.

  • Leena Powertech Engineers Pvt. Ltd
  • Siemens Ltd
  • Texmaco Rail and Engineering Ltd.

Scope: Design, manufacture, supply, inst., T and C of 33 kV and 25kV cabling work, complete 25kV OHE system along with switching station, 33kV aux. power dist. system including 33/0.415 kV ASS and complete SCADA sys. for Metro line 9 and 7A of MMRDA, Mumbai

The bids have now been sent for technical evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

Fun fact: the OHE electrification system for Line-7 (Dahisar East – Gundavali) was installed Leena Powertech Engineers Pvt. Ltd – Cimechel Electric Company JV.

Tunneling works are currently underway for Line-7A by TBMs Disha & Dhruv, while superstructure works are underway for Line-9’s viaduct. A recent video of its physical progress through Mira Bhayandar can be viewed here on YouTube. There’s a long, long way to go.

Back in September 2023, Rahee Infratech was declared as the lowest bidder for Line-9’s track-work (Package CA-167), and MMRDA is currently evaluating technical bids for four of its stations’ architectural finishing work (Package CA-204). With that said, I do not see either lines 7A or 9 opening up before mid-2026.

    Line-7A, 7 , Line 9 . For whatever reason this bifurcation. Hope a commuter can board the Metro in mira-bhayander and reach CSMT in the same train, to take the flight.

      You must have meant CSIA or CSMIA, but yes – it’ll be possible to go all the way from Mira Bhayandar to the airport.

      Not sure why MMRDA came up with this strange line numbering nomenclature. Ideally should have been 7A, 7B and so forth. Other metro organizations notate them as extensions (Line-7 extension, Line-8 extension in Delhi) or use reaches (Reach 1A, 1B in Bangalore).

      Civil construction tender notice is pending.

      They’re currently trying to appoint a General Consultant for managing its work. Current bid opening date is January 25.

        Don’t you think there should be a organisation dedicated for undertaking all metro construction work in Mumbai? MMRDA has too many other infra projects to handle in MMR region. MMRCL is an ideal candidate for the job IMO.

    Any progress on Metro line 5. Can’t see any construction happening beyond Bhiwandi station.

      Exactly….infact this constituency is totally ignored as compared to other metro construction..
      Ironically the sitting Lok sabha MP is elected from here n father the CM …but still the projects wrt Kalyan is in limbo …God knows what happened to the kalyan vashi rail connect ..3 years no update ..it’s just overhead detour rail route at kalwa ..nothing else disturbed but still it’s in limbo … hopeless
