JSPL Awarded Delhi Metro Phase 4’s Head Hardened Rails Contract DT-02R

Jindal Steel & Power Ltd. (JSPL) last week was awarded a Rs. 155.87 crore contract to supply 16,935 MT of head hardened (HH) rails for Delhi Metro’s Phase 4 project by Delhi Metro Rail Corporation (DMRC).

This a contract retender and its scope includes 85.86 km Phase 4 project’s 65.1 km Priority Corridors which are well under construction across 3 lines. This includes 1 new line (23.62 km Golden Line: Aerocity – Tughlakabad) and the extension of the Magenta Line (28.92 km Janakpuri West – R.K.Ashram) and Pink Line (12.58 km Mukundpur – Maujpur).

These special tracks of Package DT-02R will be 60E1 – 1080 grade as per Indian Railway Specification T-12-2009, and manufactured through a special heat treatment process to provide additional strength, lower residual stress, elongate track-life and minimize maintenance.

DMRC had originally invited bids for DT-02 in February 2022 with a 540 day deadline and canceled the bidding process in June 2023 after all bids (bidder names are unknown to me) were found to be technically non-responsive.

Bids were re-invited in July 2023 with a 365 day deadline under Package DT-02R, and technical bids were opened in October 2023 to reveal 4 bidders. Financial bids were opened in February 2024.

This is just another one of 44 system & civil packages that will be funded by Japan International Cooperation Agency (JICA) through a Rs 8,390 crore loan signed in March 2021.

With the Central Government’s recent approval of another 2 lines to Phase 4 (Lajpat Nagar – Saket & Inderlok – Indraprastha), it remains to be seen if JICA will fund their development or not. That will determine if the scope of some existing contracts will be amended, if possible, or whether a new tendering process will have to be launched for the systems being procured.

Isn’t Golden Line Corridor extended to Terminal 1 IGI Airport?
Earlier it was from Aerocity to Tughlaqabad. I have read that it will be now constructed from Terminal 1 IGI to Tughlaqabad.. Then why is Aerocity written everywhere?
