Dilip Buildcon Wins Haryana Orbital Rail Corridor’s C5 Contract

Dilip Buildcon (DBL) on Monday was declared as the lowest bidder to construct 21.14 km Package C-5 of the 121.7 km Haryana Orbital Rail Corridor (HORC) project after placing a bid of Rs. 1092.45 crore.

This section of Haryana’s first semi high-speed rail line by Haryana Rail Infrastructure Development Corporation Ltd (HRIDC) will consist of a 3.9 km viaduct adjacent to the Aravalis, just east of tunnel Package C-4. Also included in its scope is an at-grade section and the construction of IMT Sohna Station, Silani Station and New Pirthala Station.

HRIDC had invited tenders for this package’s construction in November 2023 with a 3 year completion deadline and an undisclosed estimate which I hear might be worth Rs. 1180 crore.

Technical bids were opened in February 2024 to reveal 10 bidders. All firms except for H.G. Infra Engineering Ltd. (HGIEL) cleared technical evaluation and qualified to the next round.

Brief Scope of C-5: Composite Contract package in connection with New BG Double Railway Line of HORC project between stations Prithla and Dhulawat for:
(i) Design and Construction of Civil Works (Earthwork, Bridges, Stations and Retaining Walls) from km -2.296 to km 12.00 & km 18.00 to km 20.942;
(ii) Design & Construction of viaduct from km 20.942 to km 24.844;
(iii) Design & Construction of Ballastless track from km 20.842 to km 24.844; and (iv) Design, Supply, Installation, Testing & Commissioning of General Electrical Services from km -2.296 to km 12.00 and Km 18.00 to Km 24.844

HRIDC’s estimate is unconfirmed to me, but if it’s indeed Rs. 1180 crore then a contract should be awarded to Dilip Buildcon in the coming weeks without a long financial bid evaluation period.

    I though it was not possible for this news to come out at this time. I though we had to wait till June 4 for this.
    But I think contract won’t be signed until MCC ends

      Indeed a surprising development.

      MCC has affected all tenders. Submission deadlines for live tenders are constantly getting rescheduled while financial bid opening for submitted tenders have been put on hold.

      Explains why my posting activity has taken a dive.
