5 Bidders for Parandur Airport Metro Line’s DPR Consultant Contract

Five consulting firms on Tuesday submitted bids to prepare a Detailed Project Report (DPR) to extend Chennai Metro’s Line-4 from Poonamallee Bypass to Parandur Airport, a distance I estimate to be roughly 40 km.

Chennai’s 26.1 km Line-4 connecting Light House to Poonamallee Bypass is currently under construction as part of the 116.1 km Chennai Metro Phase 2 project. A consultant was appointed in April 2023 by Chennai Metro Rail Ltd. (CMRL) to explore the feasibility of extending the line to Sriperumbudur, which I estimate would be anywhere from 15-17 km long.

The state government in late-2023 decided to extend the line all the way to Chennai’s new greenfield airport in Parandur for which land acquisition of over 3700 acres and master plan design works are underway.

CMRL then invited bids for its DPR consultant contract in February 2024 with a 180 day deadline and an unknown estimate.

Bidders

  • Aarvee Associates Architects Engineers and Consultants Pvt. Ltd.
  • AECOM India Pvt. Ltd.
  • Balaji Railroad Systems Pvt. Ltd. (BASRYL)
  • SYSTRA MVA Consulting (India) Pvt. Ltd.
  • Urban Mass Transit Company Ltd. (UMTC)

Here’s my purely fictitious take on how its alignment running primarily along NH-48 may look like. There’s a possibility of it also running along the under construction 260 km Bangalore – Chennai Expressway between Sunguvarchatram and Parandur.

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely consultant.

The DPR will provide a baseline of the line’s length, route composition (underground, elevated & at-grade sections), number of stations, their locations, depot, coach requirement, ridership projection, operational game plan, total cost etc.

If things go according to the tender notice’s prescribed schedule, then we should see a consultant getting appointed in late Q2 (June) and perhaps a glimpse of the DPR’s first draft, if CMRL chooses to share, in Q1 2025 (January – March).

In the past CMRL has suggested they will procure trains capable of operating at higher speeds than regular metro trains which usually have a design speed of 90 kmph. Multiple stations are expected within Parandur Airport’s premises where an aerocity with commercial, retail & hotel developments are planned, similar to the ones in Delhi, Bengaluru and Hyderabad.

I agree.CMRL should reconsider this and should plan metro between suruseri to kilambakkam as this stretch needs metro.it is the line that connects gst and omr and many people travel from tambaram, kilambakkam, guduvancherry ,mudichur ,perungalathur ,vandalur etc towards siruseri workspace,ECR ,kelambakkam and omr. Also this stretch has many educational institutions like VIT,tagore college,IITM,etc ,many residential projects from reputed builders around mambakkam, pudupakkam, kandigai and many non IT office spaces ,VANDALUR ZOO ETC. This line is always busy with heavy traffic and ridership .there are many villages parallel to this road which will boost their commute and development if we get metro in this stretch. CMRL should consider this.

As the nearest and biggest Railway station to Parandur Airport is Arakonam. Government should extend Metro lines to Arakonam. This will be a great boon to all. People coming from South can get down at Arakonam and catch metro. They need come till Chennai.

Ha ha! The existing route of the Airport to Kilambakkam is needed and urgent. The Government should plan first to complete this route on top priority.
