Ashoka Wins Jaigad & Kundalika Bridges’ Contracts in Maharashtra

Ashoka Buildcon Ltd. (ABL) on Friday was declared as the lowest bidder for the civil construction work of two new bridges over Jaigad and Kundalika rivers on EPC mode in western Maharashtra.

Both bridges on Maharashtra State Highway SH-4 (Revas – Reddi Coastal Highway) are part of a series of at least 8 new bridges being built by Maharashtra State Road Development Corporation (MSRDC) across creeks and rivers to cut down driving times between towns along the Arabian Sea.

MSRDC had invited bids for both bridges’ construction in March 2024 with a 3 year construction deadline. Technical bids were opened on May 21 to reveal 2 bidders for both contracts – Ashoka Buildcon and Hindustan Construction Company (HCC).

Jaigad Creek Bridge

4.4 km long Jaigad Creek Bridge with 2 lanes will connect Tavasal and Sandelavagan over Jaigad River in Ratnagiri Distict (view on Google Maps).

MSRDC’s Estimate: Rs. 625.87 crore

FirmBid (Rs. Crore)
Ashoka794.85
HCC826.15

MSRDC’s Brief Scope: Construction of Major Bridge across Jaigad Creek between Tawsal and Jaigad on Revas Reddi Coastal Highway SH special No 5 in Ratnagiri District in state of Maharashtra on EPC Mode

Alignment of Jaigad Creek Bridge – via MSRDC’s tender documents

Kundalika Creek Bridge

3.8 km long Kundalika Bridge with 2 lanes will connect Revdanda and Salav over Kundalika River in Raigad District (view on Google Maps). This bridge is also referred to as Revdanda Creek Bridge.

MSRDC’s Estimate: Rs. 1061.67 crore

FirmBid (Rs. Crore)
Ashoka1357.87
HCC1422.64

MSRDC’s Brief Scope: Construction of Major Bridge across Kundalika Creek between Revdanda to Salav on Revas Reddi Coastal Highway in Ratnagiri District on EPC Mode

Alignment of Kundalika Creek Bridge – via MSRDC’s tender documents

Ashoka’s bids of Rs. 794.85 crore for Jaigad Bridge and Rs. 1357.87 crore for Kundalika Bridge were 26.99% and 27.89% higher than MSRDC’s estimates, so unless MSRDC budges and meets Ashoka’s bid (which I reckon they likely will not), then both will head to a second round of bidding. Negotiations can only do so much.

Here’s the current status of all bridges planned on Revas – Reddi Highway:

  • Agardanda Creek Bridge – HCC is lowest bidder
  • Dharamtar Creek Bridge – Afcons Infrastructure is lowest bidder
  • Jaigad Creek Bridge – Ashoka Buildcon is lowest bidder (this post!)
  • Kundalika Bridge – Ashoka Buildcon is lowest bidder (this post!)
  • Kunkeshwar Bridge – Vijay M Mistry Construction is lowest bidder
  • Kalbadevi Bridge – Vijay M Mistry Construction is lowest bidder
  • Bankot Creek Bridge – Bidding underway (current technical bid opening date: June 7)
  • Dhabol Creek Bridge – Bidding underway (current technical bid opening date: June 7)

I don’t know why there is quite a high difference between the estimated and actual project costs being undertaken by MHSRDC. Recently saw the same in the road infra projects
