SYSTRA Bids for Gurugram Metro HUDA – Cyber City Line’s DDC Work

SYSTRA MVA Consulting (India) is once again the only bidder for the Detailed Design Consultant (DDC) contract of Gurgaon Metro’s 28.5 km line connecting HUDA Millenium City Centre and Cyber City.

This elevated new corridor by Haryana Mass Rapid Transport Corporation Ltd (HMRTC) will form a ring line through Gurugram and Old Gurugram via 27 stations. The project was approved for construction by the Indian Government’s Union Cabinet in June 2023 with an estimated cost of Rs. 5452 crore.

This is the fourth round of tendering for this long-delayed design contract, which in its new avatar is coded as Package GGNCCDD-15(R3).

Back in August 2022, HMRTC received 1 bid from Egis Rail, and then in May 2023 they received 3 bids from Egis, STUP Consultants and Spectrum Consultants – Tandon Consultants – Fountainhead JV for GGNCCDD-15(R1). In March 2024, SYSTRA was the only bidder for the third round GGNCCDD-15(R2) which was canceled in April 2024.

HMRTC shortly after re-invited bids with a 48 month contract duration. SYSTRA’s technical bid was opened on Thursday afternoon.

HMRTC wasn’t satisfied with the participation in the last round, so if they somehow are now, then SYSTRA’s bid will undergo technical evaluation which can take a couple months to complete. If SYSTRA qualifies, then their financial bid will be opened to see if their bid is within a certain range of the budgeted estimate for a contract to be awarded.

Besides an interchange with the Delhi Metro’s Yellow Line and Gurgaon’s Rapid Metro, this line will likely have an interchange with the 72 km Delhi – Dharuhera (RRTS) line at Cyber City and Hero Honda Chowk.

HMRTC in May invited bids for assigning this line’s General Consultant to assist them with design, supervision, safety, quality control and contract management. I’m actively tracking that tender and technical bids for it are currently scheduled to open on July 1.

Due to the delay in assigning a DDC, the chances of construction work starting in 2024 are now impossible given the time required to prepare detailed designs and to conduct the bidding process for civil construction.

    Why did they went for a third round of tender when they already got 3 bids in the second round ?

      Not entirely sure what happened, but most likely it was scope-change or administrative related.

      Participation couldn’t have been a reason because bids were opened in May 2023 and the tender was cancelled in Feb 2024. That’s a long duration to decide satisfaction.

    Startng Hero Honda Chowk to Umang Bhardwaj chowk(or may be further),in Dec.2022 a very good number of well grown trees were uprooted which were in between the main road and service lane( of sector 10A and other housing societies like Meghdoot,Karmyogi etc.). Everyone got
    happy that Metro work is just going start but it didn’t happen till now and may be will take another year or so.
    Those shady trees were giving relief to everyone from scortchy heat and sun rays.
    What was so hurry to do that action is not understandable.
    Uprooting of trees could have been done actually in just say one or two month before when the construction of Metro project had started.

    The Gurgaon is just one generation behind from its neighbouring cities like Noida and ghaziabad in terms of infrastructure. They are literally struggling to just get basic tendering process to complete whereas Noida had more than 50 kms running and more than 30 kms under going for execution.
    Even ghaziabad started their RRTS and metro well on time.
