SYSTRA Wins Bhubaneswar Metro’s Detailed Design Consultant Contract BCDD-01

SYSTRA MVA Consulting (India) last week was declared as the preferred bidder for Bhubaneswar Metro Phase 1 project’s Detailed Design Consultant (DDC) contract BCDD-01 by the Delhi Metro Rail Corporation (DMRC).

The scope of Package BCDD-01 includes finalizing a design standard of two precast elements – U-girders and pier caps & bearings – for 26.04 km Bhubaneswar Metro Line-1‘s viaduct which will connect Biju Patnaik Airport and Trisulia Square via 20 elevated stations.

DMRC had invited bids for this consultancy contract in May 2024 with a Rs. 97.02 lakh estimate (excluding GST) and 36 month contract duration. Technical bids were opened on June 4 to reveal SYSTRA as the only bidder which instantly made them front-runner for the contract.

SYSTRA had placed a bid of Rs. 1.042 crore which was 7.40% higher than the estimate which led to negotiations with DMRC on July 3. During negotiations, SYSTRA’s management quoted a reduced offer of Rs. 1.012 crore, which even though was 4.31% higher, was accepted by DMRC’s tender committee as reasonable.

A contract to SYSTRA for Package BCDD-01 is expected to be awarded in the coming days if it hasn’t already.

Bhubaneswar Metro’s viaduct will be constructed via 3 packages. DMRC in June received 12 bids for Package BBC-03 (Capital Hospital – Acharya Vihar Square), 11 bids for BBC-04 (Acharya Vihar Square – KIIT Square), and 10 bids for BBC-05 (KIIT Square – Trisulia Square). The winners of each package will work closely with SYSTRA to build the line’s viaduct.

Back in June, DMRC received received 3 bids for DDC Package BCDD-02 involving architectural and building services including E&M, traction works and civil works for Phulapokhari Depot and OCC building. Technical bid evaluation is still underway.

    So did all the companies bid without having detailed drawings, designs and standards? I find that difficult to digest. Is this common practice?

      Yup. Assigned civil contractors do design work prior and during construction in collaboration with DDC and GC. That explains why the scope always says “Part Design and Construction”

      Within civil tender docs, bidders are provided with basic alignment drawings, elevation/rail-level info, geotechnical info, special considerations (steel spans, eccentric designs etc.) but that’s about it.

    When the mainline construction will start? Please tell me the expected date what do you think? Will it be before or after 2025?

      Construction will start in 2025. In the first half if all goes well.

      2025 seems more realistic for construction to start, with a 2029 opening before centre elections as BJP is in power in Odisha now so they’ll want to show this opening before those elections.
