Bangalore Metro’s Phase 3 Approved by Central Government

India’s Central Government’s Cabinet today officially approved the Detailed Project Report (DPR) of 44.65 km Bangalore Metro Phase 3 project with an estimated total completion cost of Rs.15,611 crore.

Bangalore Metro’s Phase 3 by Bangalore Metro Rail Corporation Ltd. (BMRCL) includes the construction of a 32.15 km Orange Line connecting Kempapura – JP Nagar 4th Phase via 22 stations along the Outer Ring Road (ORR), and a new 12.5 km line connecting Kadabagare – Hosahalli via 9 stations.

Bangalore Metro’s Phase 3 was on the drawing board since at least 2015 with 105.55 km of routes initially being explored, and BMRCL in 2020 narrowed down to building these two lines.

Both lines with 31 elevated stations will run entirely elevated on the western side of Bengaluru city. Their routes will feature several double-decker viaducts for vehicles (level 1) and metro trains (level 2).

Per the government’s PIB release, multi-modal integration is planned at 10 locations at JP Nagar 4th Phase, JP Nagar, Kamakya, Mysore Road, Sumanahalli, Peenya, BEL Circle, Hebbal, Kempapura, Hosahalli and provides interchanges with existing and under construction Metro Stations, BMTC Bus stands, Indian Railway Stations, proposed Suburban (K-RIDE) Stations.

All the Phase-3 stations are proposed with dedicated bus bays, Pick up and drop off bays, Pedestrian Paths, IPT/Auto Rickshaw stands.  BMTC is already running feeder buses to the operational metro stations and the same will be extended to the Phase-3 stations also. Parking facilities have been provided at 11 important stations.  The existing stations of Phase-1 & Phase-2 are integrated with proposed stations of Phase-3.Direct connectivity through FoBs/Skywalks to two Railway stations (Lottegollahali and Hebbal). At Phase-3 metro stations, provision for bikes and cycles sharing facility has also been provided.

BMRCL has so far awarded four geotechnical investigation contracts for Phase 3. Next steps for BMRCL include appointing a General Consultant (if needed; they’ve typically avoided after Phase 1), Detailed Design Consultants (DDC) and securing financial closure in parallel.

With this exciting development, the ball’s now entirely in BMRCL’s court. I see civil construction work starting no sooner than Q3 2025. It’s still early days, but at this time I expect Phase 3 to be fully completed no sooner than 2032. When that’s done, Bangalore’s metro network will become approximately 216 km strong.

    It is sometimes shocking how much time it takes for some of these projects to get going, despite almost desperate need for them. Initial announcement happened in Feb 2018 and 6.5years later it is still at the stage of just being approved by Central govt and geo-technical investigations having been awarded to agencies. That too only for 2 out of 3 corridors announced.

    I feel this whole process of getting central govt approval, even though funding is mostly coming from development loans and central govt is funding less than 20%, is just a huge source of delays. Not sure why central govt needs to approve of DPRs, request changes and then say make another DPR because original one is too old etc. And all that for less than 20% funding. This process is completely broken in my view.

    This becomes apparent when compared to Bhubaneswar Metro, which the Odisha govt is funding from its own tax revenues. Odisha govt made announcement on April 1st 2023, and geo-technical investigations were underway in July 2023, just 4months later. Less than 1.5years after the initial announcement, all major civil construction tenders, accounting for 25% of total budget, have been awarded.

      Central Government approval is needed because loans by external agencies need guarantee from the Central Government. If BMRC is unable to repay the loans, who foots the bill?

      Government of Karnataka? What is they are not in a position to pay back loans either. That’s why approval from Government of India is needed. They are the guranteer of loans.

    Why is Bommasandra to Hosur interstate metro plan has not started yet?
    This was sort out silkboard traffic jam as well because two wheeler, four wheel and cabs will reduce.

      Bommasandra to hosuru metro is not possible. Karnataka govt is not interested in loading migrants to Bengaluru from tamil nadu. Hosuru is developing u will get opportunities there only in few more years.

    Well, by 2032, I am not sure weather even Phase 2 will be fully completed, forget Phase 3.

    What about yellow line when it will start.All these projects are an eyewash for public.Why yellow line trains delayed.Is delay is with central government in procuring trains.I think major civil works are completed in yellow line.Why central government not interested in this or what.
    The road fly over from Ragigudda to silk board is opened for public this is very good.But the road fly over from silk board to Ragigudda not opened even road is ready upto silk board junction.Only the connectivity in junction is not ready.
    Public is facing traffic problems by not operating yellow line and not opening flyover on one side who is responsible for all these?

    Not sure whether the Phase 3 sketch is accurate. It is supposed to start from JPNagar 4th phase which is Bannerghatta Road much beyond the shown Kanakapura Road.
