No Bidders for Gurugram Metro’s Proof Checking Consultant Contract
Gurugram Metro Rail Ltd. (GMRL) this week received zero bids for the Proof Checking Consultant contract of Gurgaon Metro‘s 28.5 km new metro line connecting HUDA Millenium City Centre and Cyber City.
This new elevated corridor by GMRL (earlier Haryana Mass Rapid Transport Corporation Ltd. or HMRTC) will form a ring line and connect Gurugram and Old Gurugram via 27 stations.
This proof checking contract is the third significant contract of the line after the Detailed Design Consultant (DDC) contract, which was awarded to SYSTRA MVA Consulting in October 2024, and the General Consultant (GC) contract which saw the participation of 8 bidders in December 2024.
GMRL had invited bids for this consultancy contract in December 2024 with a 4 year deadline. They attempted to open technical bids on Monday but received none.

With this development I expect the tender to be cancelled this coming week, if it hasn’t been already. SYSTRA was the only bidder for the DDC contract in the last 2 of its 4 rounds of bidding, so the lack of participation for proof checking SYSTRA’s civil structure design shouldn’t come as a surprise.
We’ll likely never know the reason why firms chose to stay out, but I’m assuming either they don’t want to deal with GMRL which lacks execution experience or they saw very little profit to be made.
As shared in the past – although the project was approved for construction by the Indian Government’s Union Cabinet in June 2023, it’s experiencing obnoxiously severe delays even before construction begins which I see at this point starting no sooner than Q1 2026.

What’s a proof checking contract?
Cross checking integrity of the structure vis a vis to tender docs, BOQ specifications. Analysis of the drawings and structural analysis with MEP,HVAC, service etc. It’s a lengthy and complex process in with excessive knowledge is required of the domain. Generally, Phd’s are hired or the work is let out to govt institutes
Only basic graduation n wizardous experience n knowledge required.

Proof checking should be included in scope of contract for work execution i.e civil contractor so that contractor cannot escape throwing blame on design

Till the time GMRL joins the line coming from old Gurgaon to Dwarka sector 25/21 metro stn, this project is a failure. Taking a circle of Gurugram will not help.

You are right, just dont understand why they dont want gurgaon to be connected to the airport . Even now the rapid metro which was made was only for making sure that under its guise DLF is able to get signal free way upto their properties on Golf course road.
If there is no response for this tender and just one bidder for DDC then it shows that there is something wrong with the tender document. Either it is too stringent or unrealistic. Time for GMRL to do some intetnal thinking if they really want bidders.

Indian govt system expect too much for pittance from technical consultancies. Proof checking in most cases is going as rubber stamping job but for a complex Engineering project with important safety issues, very high expertise & diligence is required to shoulder responsibility. It is not a plain attestation but validation of design consultants work. Payment should be in line with charges in developed countries.
