8 Bidders for Gurgaon Metro HUDA – Cyber City Line’s Contract CC-01

Eight civil engineering firms last week submitted bids for the first civil construction package CC-01 of Gurgaon Metro’s 28.5 km new line connecting HUDA Millenium City Centre and Cyber City.

This new elevated corridor by Gurgaon Metro Rail Ltd. (GMRL), earlier known as Haryana Mass Rapid Transport Corporation Ltd. (HMRTC), will form a ring line and connect Gurugram and Old Gurugram via 27 stations.

Its first civil package CC-01 includes the construction of 14 elevated metro stations, 13.197 km viaduct for the main-line, 1.85 km spur from Basai to Dwarka Expressway, and a ramp leading to Sector 33 Depot.

SYSTRA MVA Consulting (India) was awarded the line’s Detailed Design Consultant (DDC) contract in October 2024. GMRL subsequently invited bids for Package CC-01 in March 2025 with a 721 day (2 year) deadline. It remains unconfirmed but I hear the estimate is Rs. 1286 crore.

The bids have now been sent for technical bid evaluation which can take a couple months to complete. When that is done, the financial bids of the technically qualified bidders will be opened to reveal who’s the lowest bidder and most likely contractor.

The line was approved for construction by the Indian Government’s Union Cabinet way back in June 2023, so it’s been a frustrating wait to arrive at this stage. The participation for this contract is solid compared to the line’s Proof Checking contract. Let’s now see how quickly GMRL is able to wrap up technical bid evaluation and proceed to the financial bid opening stage.

Back in December 2024, GMRL received 8 bids for the line’s General Consultant contract. Technical bid evaluation for it is still underway.

    Lol, seems like a deadline of 2032
    Also why does every state in the NCR need its own metro agency, why not let DMRC plan routes and run operations in the entire NCR so as to streamline planning.

      To build know-how, to have better focus, to better control and adapt the process based on local feedback.
      However, I’d rather this was further localised – I think they should hand over these metro and other urban transport projects to local municipality rather than leaving them with state governments.

    @Aryan How will they eat money from the the winning bidder ? Do you think these months are given to technically analyse the bidders or rather to check which bidder gives more money to govt officials :p

    You are right this government is just making fool the people last 10 years has been spent and I think the state and center elections will will come in 2029 may be they will start the work near by election 😆.

    To control 99% of Delhi’s traffic, build just one direct metro line connecting Dwarka Sector 22 (Blue Line) to Gurgaon.

    Proposed Plan:
    Objective:
    Drastically reduce Delhi traffic congestion (especially road traffic between West Delhi and Gurgaon) by introducing a direct metro link.

    Plan Details:

    1. Route Proposal:

    Start Point: Dwarka Sector 22 (existing Blue Line terminal)

    End Point: Gurgaon (possibly HUDA City Centre or Cyber City)

    Type: Underground or elevated metro link

    Length: Approximately 10–15 km, depending on alignment

    2. Benefits:

    Provides seamless travel between West Delhi and Gurgaon without interchange

    Reduces road traffic on NH-8 and Dwarka Expressway

    Saves time for commuters and reduces fuel use and pollution

    3. Integration:

    Connect with the existing Blue Line and Yellow Line

    Allow for future expansion or connection with the Airport Express Line.
