Titagarh Wins Mumbai Metro Line-5’s 132 Coach & Signaling Contract CA-241
Titagarh Rail Systems last week was declared as the lowest bidder to supply five major critical systems for Mumbai Metro’s 24.90 km Line-5 (Orange Line) by Mumbai Metropolitan Region Development Authority (MMRDA), per my reliable sources.
These systems under Package CA-241 include rolling stock (22 trains with 6 coaches each), CBTC signaling & train control (S&TC), telecommunication, platform screen doors (PSDs), and machinery & plant (M&P) at Kasheli Depot. These systems are collectively referred as RSTPD.
Titagarh’s partners for signaling and relatively smaller-value components remain unknown to me. That’s something we’ll know in due course if and when a contract is awarded.
MMRDA had invited bids for this contract in February 2024 with a Rs. 2640.72 crore estimate. In the technical bid round, they saw participation from 3 firms out of which only 2 qualified onto the financial bid opening stage. I’ll add an update here when more details including bid values are available.
Asian Infrastructure Investment Bank (AIIB) plans to fund the design and build component of this contract spanning 50 months (4.16 years) through a proposed USD 186.57 million loan. MMRDA will fund the comprehensive maintenance component of 17 years which includes 2 years of Defects Liability Maintenance Period (DLP).
MMRDA’s Brief Scope: Design, Manufacture, Supply, Installation, Integration, Testing and Commissioning of Rolling Stock, Communication Based Signaling & Train Control, Telecommunication, Platform Screen Doors Systems and Depot Machinery & Plant of Line 5 (Phase 1 – Kapurbawadi – Kasheli – Dhamankar Naka & Phase 2 – Dhamankar Naka – Bhiwandi – Kalyan APMC) of Mumbai Metro Rail Project of MMRDA including 15 Years of Comprehensive Maintenance After 2 Years of Defect Liability Maintenance Period

Titagarh’s bid value remains unknown, so I can’t provide an assessment on how their bid is placed and the chances of getting a contract awarded.
If and when awarded, this will be Titagarh’s 5th major order in India after their recent win for Mumbai Metro Line-6’s 108 coach contract, Pune Metro’s 102 coach contract signed in August 2019, Ahmedabad Metro’s 30 coach contract awarded in August 2023, and Surat Metro’s 72 coach contract awarded in June 2023. In addition, Titagarh is also assembling 204 coaches through a tie-up with CRRC in 2022 for Bangalore Metro’s rolling stock contract 4RS-DM.
MMRDA had relaxed their train delivery schedule via addendums, but originally they were looking for Line-5 Phase 1 (Kapurbawadi – Dhamankar Naka)’s prototype train to be delivered at week 56 (1.1 year) after contract signing, the next 2 trains at week 78, and the next 9 trains at week 96.
With the way things are going, I don’t see commercial operations on Line-5 starting before Q3 2027. A list of Mumbai Metro Orange Line’s packages (civil & systems) and their status can be viewed here.

I believe LnT is in partnership with alstom for the train and signalling part.
Is NCC in jv with tiagarh for the trains ?
Does Titagarh have the manufacturing capacity to make all these train ?
What about the imported components that come from China ?
How will China’s restrictions on exports of various raw materials and components to India affect the production of trains ?
