DBL – RBL JV Wins Gurgaon Metro HUDA – Cyber City Line’s Contract CC-01

Dilip Buildcon – Ranjit Buildcon JV (DBL – RBL JV) on Friday was declared as the lowest bidder for the first civil construction package CC-01 of Gurgaon Metro’s 28.5 km new line connecting HUDA Millenium City Centre and Cyber City.

This new elevated corridor by Gurgaon Metro Rail Ltd. (GMRL), earlier known as Haryana Mass Rapid Transport Corporation Ltd. (HMRTC), will form a ring line and connect Gurugram and Old Gurugram via 27 stations.

Its first civil package CC-01 includes the construction of 14 elevated metro stations, 13.197 km viaduct for the main-line, 1.85 km spur from Basai to Dwarka Expressway, and a ramp leading to Sector 33 Depot. The scope also includes construction of a vehicular underpass at Bhaktawar Chowk

SYSTRA MVA Consulting (India) was awarded the line’s Detailed Design Consultant (DDC) contract in October 2024. GMRL subsequently invited bids for Package CC-01 in March 2025 with a 721 day (2 year) deadline. It remains unconfirmed but I hear GMRL’s estimate was likely Rs. 1286 crore.

GMRL had received 8 bids in May 2025 when technical bids were opened out of which 2 bidders (DRAIPL – DMRC JV and RVNL) were disqualified.

DBL – RBL’s bid at Rs. 1503 crore was 16.87% higher than GMRL’s likely estimate, so this will head straight to the negotiation table for contract finalization.

The line was approved for construction by the Indian Government’s Union Cabinet way back in June 2023, so it’s been a frustrating wait to arrive at this stage. Let’s now see how quickly GMRL is able to wrap up negotiations because retendering this out will not be beneficial from a timing or cost perspective.

Back in June, DB Engineering & Consulting (DB E&C) – Hill International JV was declared as the line’s preferred bidder for its General Consultant contract. I hear GMRL issued them a Letter of Acceptance (LOA) in mid-July.

      Gurugram metro will be completed in 2 phase.
      First phase
      City centre to sec 9
      Second phase
      Sec 7 to cyber city
