Kalpataru – HG Infra JV Wins Thane Metro’s Construction Contract C-01
Kalpataru – HG Infra Engineering JV (KPIL – HGIEL JV) on Friday was declared as the lowest bidder for the first civil construction contract of the 29 km Thane Metro project by Maharashtra Metro Rail Corporation Ltd. (MMRCL or MahaMetro).
Thane Metro is officially known as Thane Integral Ring Metro Project and will consist of 22 stations (20 elevated & 2 underground). The project was approved for construction in August 2024 by the Central Government’s Cabinet with a 2029 deadline and estimated total cost of Rs. 12,200 crore.
The scope of Thane Metro’s first civil contract, under Package C-01, includes the construction of most of the line’s viaduct (20.527 km), depot-line to Kasarvadavali Depot, and three special spans over Mumbai Metro’s Line-4 (Green Line) & Line-5 (Orange Line). The construction of metro stations enroute will be carried out under separate contracts for which tender notices are yet to be published.
MahaMetro had invited bids for Package C-01 in May 2025 with a Rs. 1424 crore estimate and a 30 month deadline which seems highly ambitious to me. Technical bids were opened in September to reveal 6 bidders out of which the bid submitted by RVNL – SPSCIPL – Sam India JV was found non-compliant and subsequently disqualified.
C-01’s Financial Bid Values
| Firm | Bid (Rs. Crore) |
| Kalpataru – HG Infra JV | 1415.00 |
| GR Infraprojects (GRIL) | 1657.85 |
| Afcons Infrastructure | 1675.80 |
| J Kumar Infraprojects (JKIL) | 1755.95 |
| Larsen & Toubro (L&T) | 1836.00 |
MMRCL’s Brief Scope: Design and Construction of Elevated Metro Viaduct of length 20.527 kms between UG Ramp and Balkum Naka including Depot Approach Viaduct and three Special Spans for Thane Integral Ring Metro Project

Kalpataru – HG Infra’s bid of Rs. 1415.00 crore was below Maha-Metro’s estimate of Rs. 1424 crore, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.
Per HGIEL’s announcement to the NSE, HG Infra holds a 40% share while Kalpataru Projects holds the rest 60% share in their joint venture.
Back in May, a consortium of AECOM India Pvt. Ltd. – Egis Rail S.A. – Doyen Engineeering Services Pvt. Ltd. was declared as the preferred bidder for the project’s General Consultant (GC) contract. A LOA was never issued to them for reasons unknown to me. Maha-Metro cancelled that tender in September and re-invited bids in October for the GC’s appointment.
