Joint Stock Wins Paniyala–Barodameo Expressway’s Work in Rajasthan

Joint Stock Company Industrial Association Vozrozhdenie last week emerged as the lowest bidder for the 86.5 km Paniyala – Barodameo Expressway’s two civil construction contracts.

This 6 lane access-controlled greenfield highway by National Highways Authority of India (NHAI) in Rajasthan will connect Paniyala in Jaipur District with Barodameo in Alwar district at an approximate cost of Rs. 2876.42 crore including land acquisition.

The project’s feasibility study (view PFR) and Detailed Project Report (DPR) was prepared by Chaitanya Projects Consultancy Pvt. Ltd. under the Bharatmala Pariyojana program. Its main purpose is to connect the recently opened 313 km Ambala – Kotputli Economic Corridor and the under construction 1350 km Delhi Mumbai Expressway.

The expressway’s alignment will pass north of Alwar and construction will be carried out through 2 civil packages – 40.080 km Package 1 (Paniyala to Mator) and 46.433 km Package 2 (Mator to Barodameo).

NHAI had invited tenders for both packages’ contracts in April 2022 with a 730 day (2 year) deadline, and Rs. 963 crore and Rs. 1091.43 crore estimates respectively. Technical bids were opened in September to reveal 29 firms had submitted 48 bids.

Joint Stock’s bids were way below NHAI’s estimates, so I see a contract getting awarded before the year ends without a long financial bid evaluation period. Prior to this, the firm had won 650 km Delhi – Katra Expressway’s 28.07 km Spur Package 3 around Amritsar in March 2021.

I’m not entirely surprised to see them or the other firms under-bidding for such expressway contracts, as is typically the case, but it makes me wonder if NHAI’s estimates were correct in the first place.
