KEC & BNC Win Nagpur Metro Phase 2’s Two Electrification Contracts
KEC International Ltd. and BNC Power Projects Ltd. (BNCPPL) were today declared as the lowest bidders for electrification contracts TR-02 & TR-03 of 43.8 km Nagpur Metro Phase 2 project by Maharashtra Metro Rail Corporation Ltd. (MMRCL or Maha-Metro)
Package TR-02, won by KEC, involves installing 25kV flexible overhead equipment (OHE) and posts within all at-grade and elevated sections of the project. Package TR-02 involves installing and commissioning a 33 kV cable network, Auxiliary Sub Station (ASS), Receiving Sub Station (RSS) & SCADA system.
Both contracts by Maha-Metro will be funded through a USD 200 Million (approximately Rs. 1678 crore) loan approved by the Asian Development Bank (ADB) in July 2024.
Package TR-02 (25kV OHE)
Maha-Metro had invited bids for Package TR-02 in December 2023 with an unknown estimate which I hear might be Rs. 205 crore and a 180 weeks (3.45 year) deadline.
Technical bids were opened in June 2024 to reveal 5 bidders. Among them, the bid submitted by Konkan Railway Corporation was found non-compliant to the tender’s conditions and was subsequently disqualified.
Note: Except for Kalpataru, all firms submitted financial bids in a combination of INR + USD + EURO amounts. Figures shown below are my approximate calculated INR equivalents as of today’s conversion rates.

Package TR-03 (33 kV Cable, ASS, RSS, SCADA)
Maha-Metro had invited bids for Package TR-03 in February 2024 with a Rs. 344 crore estimate and a 180 weeks (3.45 year) deadline. Technical bids were opened in August 2024 to reveal 6 bidders.
Note: BNC submitted a bid of Rs. 388.91 crore, but offered a discounted price of 381 crore if they won. Siemens – RVNL JV was the only firm to submit their financial bid in a combination of INR + USD + EURO amounts. Their bid value shown below is my approximate calculated INR equivalent as of today’s conversion rates.

Maha-Metro’s Brief Scope: Design, supply, installation, testing and commissioning of receiving cum auxiliary main cum traction sub stations including EHV connection from grid substation, 33 kV cable network, ASS and SCADA system for Nagpur Metro Rail Phase-2 Project.
KEC’s bid of Rs. 207.36 crore for TR-02 was barely higher than Maha-Metro’s 205 crore estimate, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.
BNC’s discounted bid of Rs. 381 crore for TR-03 was 10.72% higher than MMRCL’s estimate of Rs 340 crore, even after the discount, so this will head straight to the negotiation table but will likely be awarded as-is as there’s very little wiggle room for negotiations looking at how all other bids are placed.
MMRCL has so far opened financial bids of 4 system-related packages of Phase 2 – the others are packages E&M-02 (won by Colossus Infra) and T-01 (won by Rahee Infratech). A list of all Nagpur Metro Phase 2 civil & system packages and their status / contractors can be viewed here.

Incomplete projects in Mumbai are of no use. Mumbai has been deliberately made to be a failed city in spite of being the financial capital of India. While tier 3 cities are getting these infrastructure as a luxury because they don’t deserve it now. Mumbaikars are paying for these as they themselves re suffering from bad infrastructure. Mumbaikars have been waiting for these for the last 35 years but all projects are incomplete.
Incomplete projects in Mumbai have no value. Unfortunately, they learn about it the hard way. All the people who are staying in Mumbai have been betrayed. Nothing has changed in the last 35 years. Work is going on at snail’s pace. All the people who have invested in property are feeling cheated.
