RITES Awarded Jaipur Metro Phase 2’s DPR Consultant Contract

RITES Ltd. in November was awarded a Rs. 4.69 crore contract by Jaipur Metro Rail Corporation (JMRC) for reviewing Jaipur Metro Phase 2 project’s Detailed Project Report (DPR), conducting traffic & transport studies for new metro routes, and preparing a DPR of feasible routes.

Jaipur Metro’s Phase 2 project involves constructing a new 23.51 km Orange Line with 21 stations between Ambabari – India Gate (Sitapura Industrial Area). Its DPR was originally prepared in March 2010 and revised several times by the Delhi Metro Rail Corporation (DMRC) and Egis Rail – Feedback Infra JV (which ended in a legal battle), with the latest DPR getting prepared in 2020.

Rajasthan’s Government in 2024 announced the extension of the line from Ambabari northwards towards Vidhyadhar Nagar by approximately 7 km due to which JMRC decided to review the entire project. It now treats Ambabari – Sitapura as Phase 2A and Ambabari – Vidhyadhar Nagar as Phase 2B.

JMRC had invited bids for this consultancy contract in July 2024 with a 120 day contract period. Technical bids were opened on August 5 to reveal 2 bidders – RITES and SYSTRA MVA Consulting (India), and financial bids were opened on August 23 to reveal RITES as the lowest bidder.

Deliverables

As part of the contract RITES has 4 deliverables:

• Deliverable 1: Preparation of Detailed Project Report (DPR) for Phase 2 & its extension on the basis of Detailed Traffic & Transport Study and related assessment along operational phases i.e. Phase 1 – Mansarovar to Badi Chaupar, under implementation phases i.e. Phase 1C – Badi Chaupar to Transport Nagar & Phase 1D – Mansarovar to Ajmer Road Chauraha and proposed Phase 2 (Phase 2A + 2B) to identify most viable Phase 2 metro corridor along with other future metro extensions
• Deliverable 2: Preparation of Detailed Project Report (DPR) for most viable and effective metro corridors/extensions etc. identified on the basis of study and approved by the Competent Authority
• Deliverable 3: Preparation of Detailed Proposal for First and Last mile connectivity for all operational and proposed metro stations along with provision of parking in all important metro stations
• Deliverable 4: Prepare a detailed Proposal plan for Value Capture Financing (VCF) by acquiring land parcels of JDA along the metro corridors.

Besides the Orange Line, here’s a list of routes I’ve heard that are being being tabled for inclusion in Phase 2 based on earlier DPRs, government announcements, suggestions and proposals.

• Badi Chaupur to Ajmeri Gate (3 km)
• Transport Nagar to Sanganeri Gate (3 km)
• Mansarovar to Sanganer Police Station on Tonk Road (12 km)
• Ajmer Road Chauraha to Heerapura (3 km)

This is a good restart, but there’s a long…long way to go before we see Phase 2 getting to the construction stage, easily 3 years I’d say and that’s if the Rajasthan government starts getting serious about its execution.
