IRCON Wins Mumbai Metro Line-5’s Electrification & E&M Contract CA-239
IRCON International on Monday was declared as the lowest bidder for the second major systems contract of Mumbai Metro’s 24.9 km Line-5 (Orange Line) which will connect Thane – Bhiwandi – Kalyan.
Mumbai’s Line-5 is currently under construction only on a 12.72 km section between Kapurbawdi – Dhamankar Naka by Afcons Infrastructure via civil Package CA-28.
Systems Package 2 (CA-239)’s scope for this section, known as Line-5 Phase 1 or Line-5A, includes commissioning the line’s power supply & electrification system, electrical & mechanical (E&M) system, lifts and escalators at its 7 elevated stations, and at Kasheli Depot.
Mumbai Metropolitan Region Development Authority (MMRDA) had invited bids for this mega systems contract in February 2024 with a Rs. 428 crore estimate. Technical bids were opened in November 2024 to reveal 4 bidders and their financial bids were opened this Monday.

MMRDA’s Brief Scope for Package-2 (CA-239): Design, Manufacture, Supply, Installation, Integration, Testing And Commissioning of 220 kV Receiving Substation Including 220 kV, 33kV & 25kV Cabling Work, Complete 25kV Overhead Catenary System Along with Switching Station, 33kV Auxiliary Power Distribution System including 33/0.415 kV Auxiliary Sub-Station (ASS) and Complete SCADA System, Electrical and Mechanical Works, Lift & Escalator Works for part of Main Line, Stations & Kasheli Depot of Mumbai Metro Rail Line 5 Project of MMRDA including 5 Years of Comprehensive Maintenance After 2 Years of Defect Liability And Maintenance Period

This contract will be financed by the Asian Infrastructure Investment Bank (AIIB) via a USD 200 million loan approved in September 2024.
IRCON’s bid of Rs. 494 crore was 15.42% higher than MMRDA’s estimate of Rs. 428 crore which makes this ripe for negotiations and the award of contract in the coming months.
This contract is IRCON’s third recent win in Mumbai. Last week they were declared as the lowest bidder for similar contracts related to Line-4 (Package CA-236) and Line-6 (Package CA-233). Those tenders are also currently in financial bid evaluation / negotiations phase.
Coming back to Line-5, technical bid evaluation is currently underway for its systems Package-1 (CA-241). That mega systems contract includes supplying rolling stock (132 coaches), CBTC signaling & train control (S&T), telecommunication, platform screen doors (PSDs), and depot machinery & plant (M&P) for Kasheli Depot.
At this time I see Mumbai’s Orange Line opening for commercial operations no sooner than Q4 2027. A list of all Orange Line’s packages (civil & systems) and their status can be viewed here.
