3 Bidders for Mumbai Metro Line-11’s Interim Consultant Contract
Three firms on Tuesday submitted bids for the Interim Consultant contract of 18 km Mumbai Metro Line-11 (Green Line) which will connect Anik Bus Depot – Gateway of India via 14 underground stations.
Consultants hired for this extremely short contract of 6 months will help Mumbai Metro Rail Corporation Ltd. (MMRC) kickstart pre-construction activities, such as preparing tender documents for critical consultant contracts which will last the entire duration of the project’s implementation.
When ready, Line-11 will most likely become Mumbai’s third underground line after Line-3 (Aqua Line) & Line-7A (Red Line). MMRC had invited bids for its interim consultancy contract in mid-October with a 180 day deadline and unknown estimate.

MMRC’s Brief Scope: Selection of Interim Consultant for Mumbai Metro Line 11 (Anik Depot to Gateway of India)
Line-11’s alignment has been redesigned by MMRC several times over the past year with the latest version having 14 underground stations down from 16. Stations planned at Crawford Market and Coal Bunder are no longer in the works.
The current plan includes 14 stations at Anik Bus Depot, Wadala Depot, CGS Colony, Ganesh Nagar, BPT Hospital, Sewri, Hay Bunder, Darukhana, Byculla, Nagpada Junction, Bhendi Junction, CSMT Metro (interchange with Aqua Line / Line-3), Horniman Circle, Gateway of India.

The bids have now been sent for technical evaluation which can take a couple months to complete. When completed, the financial bids of the technically-qualified bidders will be opened to reveal who’s the lowest bidder and most likely Interim Consultant.
PADECO was one of the members of Aqua Line‘s General Consultant team, and also provided detailed design consultancy services for its Aarey Depot.
Back in October 2024, Geomarine Dynamics India Pvt. Ltd. (Geomardy) was declared as the lowest bidder for Line-11’s geotechnical soil investigation contract, and followers have since spotted several of their rigs in South Bombay.
From approvals to financial closure to detailed design to inviting construction bids, there’s a long…long way to go before construction work will begin which at this time I envision will not start until at least 2028 – and that’s on the optimistic side of the spectrum.

Ceigall just won Jaipur’s most recent metro contract for line 2’s first section
Systra is likely to be the most competitive on price, given its historical pattern of aggressive under-quoting. However, their delivery capability appears to be significantly dependent on KB.
Padeco does not appear to possess technical expertise to independently deliver the scope. Their execution would largely rely on GVR.
OCG has the technical capability to execute the work, subject to their commercial quote being within a reasonable range. Their delivery is primarily dependent on MD.

Bhopal Metro is also inaugurated. Haven’t heard anything from you. Also, the Quick Snapshot is not updated.
Instead of making this line parallel to monorail in antop hill area. They could have moved this line to dadar TT, Kings Circle, Dharavi , Sion and then to Anik Depot. Also this would help in creating East West Link and Link Line 3 at Dharavi. Also line 4 could be extended Southwards from Bhakti Park through Wadala, Dadar TT and DADAR Line 3 Station. This would create 2 East west links and so that people going south bound can exchange on Dadar TT and Nortbound can exchange on Dadar TT or Anik Bus Depot
