MMRC Publishes Mumbai Metro Line 11’s Revised Alignment Map

This development is from June and might not be news to some of you, but anyways – Mumbai Metro Rail Corporation Ltd. (MMRC) last month invited bids for conducting an underground utility survey for Mumbai Metro’s Line-11 which is proposed to run along South Mumbai’s eastern seaboard.

Line-11 is a southern-extension of Line-4 (Green Line) and will be Mumbai’s third underground line after Line-3 (Aqua Line) & Line-7A (Red Line). It was originally envisioned as a 12.77 km line connecting Wadala – CSMT (Chhattrapati Shivaji Maharaj Terminus) via 10 stations (2 elevated & 8 underground).

Maharashtra’s Urban Development Department had handed over Line-11’s execution to MMRC in January 2023 which then re-examined its alignment and decided to re-route it to improve its utility and increase ridership.

Within MMRC’s tender notice, they had included an official map which shows Line-11’s new alignment taking a more central route south of Byculla, passing by Nagpada, Bhendi Bazar, CSMT, Fort, and extending all the way to SPM Chowk near the Gateway of India in Colaba’s Apollo Bandar.

Here’s a copy of Line-11’s revised alignment which I estimate to be approximately 16 km long. 15 stations are planned to be built at Anik Bus Depot, Wadala Depot, CGS Colony, Ganesh Nagar, BPT Hospital, Sewri, Hay Bunder, Coal Bunder, Reay Road, Byculla, Nagpada Junction, Bhendi Bazaar, Crawford Market, CSMT Metro (interchange with Line-3 / Aqua Line), Horniman Circle, and SPM Circle.

Per the map, Line-11’s train depot will be built at Wadala right between Mumbai Monorail’s depot and Lodha New Cuffe Parade towers where several casting yards are located (view on Google Maps).

The line’s construction is now expected to cost Rs. 16,000 crore, nearly double of Rs. 8739 crore as suggested by the original Detailed Project Report (DPR) prepared by the Delhi Metro Rail Corporation (DMRC) in 2018.

Japan International Cooperation Agency (JICA) has several times in the past shown interest in providing an Official Development Assistance (ODA) loan for Line-11’s construction.

With this development, I’ve updated my Future Network Map for Mumbai Metro. Since Line-4’s elevated section between Anik Bus Depot – Bhakti Park has already been built, it appears Line-11 from Anik Bus Depot will be built as a branch / spur line and won’t be a natural extension of Line-4. We’ll have to wait and see how this plays out.

There’s a long way to go for Line-11’s alignment to be finalized and approved for construction by the state and central governments, and at this point I expect construction work to start no sooner than 2027. Prior to that, other necessary steps include securing financing, preparing detailed designs, appointing a General Consultant, appointing consultants for EIA, SIA & geotechnical investigation, and conducting the civil tendering process.

Coming back to the survey tender, I won’t be holding my breath to track the lowest bidder or winner. It’s a low value tender with a short duration (work might even be completed by now), but here’s more information about the tender’s bidding schedule for those interested:

  • Submission Due Date: June 14, 2024 at 12 noon
  • Bid Opening: June 14, 2024 at 12:01 PM
  • Contract Duration: 1 month

Brief Scope: Appointment of Agency for undertaking Underground Utility Survey for Metro Line 11 revised alignment (Wadala to SPM Circle)

Detailed Scope

  • A. Carrying out underground utility survey by Ground Penetration Radar (GPR) and preparation of plans (maps) and report of the entire area/areas indicated for assessing the existing underground utilities.
  • B. The survey should include mapping of underground utilities, viz, RCC/metallic pipelines, sewer, gas, water, petroleum and chemical pipelines, HV and LV power cables, telecommunications ducts, telecommunications cables and any other buried/surface plant or apparatus.
  • C. Collecting information on obstacles from related organizations. In the information, the facility name, location, type of utility, utility size and collection of as as-built drawing.
  • D. Preparation of survey drawings, survey sheets, reports, site photograph and other references, based on the Engineer-supplied survey-sheet Preparation of report.
  • E. GPR systems that can reach up to the depth of 5meters and produce high resolution images.
  • F. Depth of utility services shall be measured from surface and output images should mention depth of subsurface features from Surface.
  • G. Result formats should be in Colour hardcopy. Measurements should be produce in excel sheets. Various subsurface features interpreted should be produce in hardcopy and softcopy.
  • H. The contractor is required to submit a write-up of entire procedure including field observation, grid settings, device settings, parameters selection, formulas applied, post processing procedures, etc in about 3000 words in MS Word format.
  • I. Assist MMRC in obtaining necessary data from BMC, Mumbai Port Authority, BPCL, HPCL, Railway, etc.
  • J. After completion of field survey, the report preparation is done which includes the following points:
    1. Evaluation of the survey results
    2. Drawing of Surveys (Plan drawings of Obstacles location with having coordinates, Typical cross-section drawing only for main and complicated structures, etc., in AutoCAD format)
    3. Reports including Survey sheet, Site photograph, etc.
    4. Reference data (As-built drawings, other references, etc.)

    TMRG, I have 3 questions.
    1. Will Anik Depot will have 4 platforms to Support Branch line.
    2. What will be northern Terminus of Green Line, will it be Shivaji Chowk (Mira Road) or Pandurang Wadi.
    3. Will this section require another depot since mogarpada depot is too far away and Bhatki Park stns loop line won’t be sufficient enough

      3. Per the map, they’re planning it at Wadala. Looks like it’ll be built between the monorail depot and Lodha’s New Cuffe Parade towers. I’ve now added this tidbit to the post.

    If you-know-who wins the upcoming assembly elections, we can say good-bye to Line 11 starting construction for at least the next 5 years. By then, construction costs will have went up even more and even if BJP comes back into power in the state, the cost could prove to be a deal breaker. The only way I see line 11 actually being built is if Fadnavis/Shinde win reelection and major construction starts before 2029, making it too late to stop by then.

    Is there a possibility for MMRC to takeover the Mono Rail and incorporate / create extensions to Metro line 11 in South Bombay.
    It could provide a breakthrough on balancing budgets.

    I think it’s ill-logical to start the line from Anik depot they should start it from Bhakti park itself to have seamless travel else southern and new route is actually good by making this line go from Bhendi Bazaar and Crawford market Just like Delhi Metro’s Underground Pink LIne goes from Lajpat and sarojni bazaar. But it’s far from reality now as if in Nov current govt didn’t come back to power then Even opening of line 4 is also very far as no depot work has been started nor rakes contract are given.

    No clarity on Eastern Seafront redevelopment hence the realignment. No Centre support coming in due to whatever reason….

    Please change a bpt hospital metro station and move the metro line by going through into wadala railway station. Why I’m telling this, because, in wadala railway station, we get the both option either monorail(to go saat rashta monorail stn) and in harbour line(Goregaon/Panvel). We can easily switch in between if this happens. I’m requesting you please make a change.
