STEC Lowest Bidder for Delhi-Meerut RRTS’ UG Package 4

Update: As of December 2020, STEC has not been awarded Package 4’s contract by NCRTC.

Shanghai Tunnel Engineering Co. Ltd. (STEC) today emerged as the lowest bidder for constructing the 5.6 km New Ashok Nagar – Sahibabad underground Package 4 of the 82.15 km Delhi – Meerut RRTS project after officials from the National Capital Region Transport Corporation (NCRTC) opened online financial bids submitted by 5 bidders.

This underground package’s twin tunnels, mostly within Delhi, will be built using tunnel boring machines (TBMs) and connect the New Ashok Nagar Down Ramp with the Sahibabad UP Ramp through one station at Anand Vihar where the line will be connected to the Delhi Metro’s Blue and Pink lines for easy transfers.

NCRTC invited tenders for this package on November 11, 2019 and technical bids were opened on March 16, 2020 to reveal a list of 5 bidders.

Brief Scope of Package 4: Design and construction of tunnels of Package 4 by Tunnel Boring Machine from near New Ashok Nagar DN Ramp to Sahibabad UP Ramp and for one underground station at Anand Vihar by cut & cover method [Including Architectural Finishing and Design, supply, installation, testing and commissioning of Electrical and Mechanical Systems including Fire detection & suppression Systems and Hydraulic systems].

Here’s a summary of NCRTC’s technical evaluation report, published prior to opening the financial bids, that found all 5 bidders compliant to the bidding conditions set by the Asian Development Bank which is funding 39.24% of the project –

If no issues arise during financial bid evaluation, then STEC will go on to be awarded with the Delhi – Meerut RRTS line’s 5th major civil contract. NCRTC expects all work to be completed within 1095 days (3 years).

    Just negotiate and give it to L&T. Certain companies should be barred from participating.

      Project is partially funded by ADB Bank and bidding took place under their international competitive bidding guidelines, so can’t really negotiate directly with a L2 firm or bar a company based on their national origin.

    Hey, you are a great blogger and its always so intresting to read them. Here is one suggestion from my side is that you can add the km section in the status table.
    For ex. Like its originating from sarai kale khan so package belong to that that is sarai kale khan to new ashok nagar(package6) you can also mention the length of the route with them that will help the reader in understanding how much route is under construction , in bidding process and awaited.

      Thanks for the note! Exact lengths of packages further north of Duhai are a little hard to source, especially since 2 of them are divided into sub-lots and the exact location of the 2 ramps in Meerut are unknown to me. I can provide rough estimates, but that might be misleading.

      Unsure. Per an old document, Package 4 is estimated at $198.4 million (Rs 1453 crore), but I don’t believe that’s current.
