Sam India Wins Delhi – Meerut RRTS Line’s Package 9A

Sam India Builtwell Pvt. Ltd. on Friday emerged as the lowest bidder for the 82.15 km Delhi – Meerut RRTS Line‘s Package 9A involving the construction of multi-storied staff quarters and connectivity from Mathura Road to Jangpura Stabling Yard complex within Delhi, after officials from the National Capital Region Transport Corporation (NCRTC) opened financial bids submitted by different infrastructure firms.

While this clearly isn’t the most exciting package of the project, it is significant for the development of Delhi’s new semi high-speed Regional Rapid Transit System (RRTS) which after the completion of its roughly 349 km Phase 1 network will employ at least 4000 employees throughout the region with an operations control centre (OCC) at Jangpura to monitor all subsystems and train operations on the network’s three lines.

NCRTC invited tenders for this staff quarters package in April 2020 and opened technical bids on July 9 to reveal 7 bidders. NCRTC’s estimate was USD $39.81 million (Rs. 293.14 crore).

Like the rolling stock (awarded to Bombardier) and signalling (bidding underway) contracts, this package is not financed by the Asian Development Bank (ADB), but instead by the Delhi government and New Development Bank (NDB) through a USD $500 million loan.

The construction of a viaduct (shown in orange above) from the main-line to the Jangpura Stabling Yard is part of Package 6 for which Afcons Infrastructure emerged as the lowest bidder earlier this month.

If no issues arise during financial evaluation, then Sam India will go on to be awarded with Package 9A’s contract with a completion period of 910 days (2.5 years). Back in late-August they were also the lowest bidder for Package 12A which involves designing, supplying and erecting pre-engineered steel roof structures at Sahibabad, Ghaziabad, Guldhar and Duhai stations.

In related news – earlier this week, NCRTC invited bids for Package 16 of the line which involves supplying and installating 2000 MT of 1080 Grade Head-Hardened and 4000 MT of regular 880 Grade rails within Duhai Depot, Modipuram Depot and Jangpura Stabling Yard.

The last date to submit bids is October 20, 2020 and they each have a completion period of 365 days.

    Why Silver line is shown as (Aerocity – Tughlakabad) while in DMRC influence zone it has been shown or proposed as Domestic airport – tughlakabad instead of aerocity ?
