Afcons Wins Ahmedabad Metro Phase 2’s Package C1

More Gujarat-related news! Afcons Infrastructure today emerged as the lowest bidder for constructing the 14.36 km Package C1 of the 28.254 km Ahmedabad Metro Phase 2 project, after officials from Gujarat Metro Rail Corporation (GMRC) opened financial bids submitted by 8 firms.

Phase 2 involves the construction of two elevated corridors, as an extension of the Phase 1’s 18.522 km Line-2 (Red Line), northwards from Motera Cricket Stadium towards GNLU and onward to Mahatma Mandir in Gandhinagar. At GNLU Station, a short 5.42 km spur line will connect to GIFT City across the Sabarmati River.

GMRC had invited bids for two packages – C1 and C2 with a total length of 20.022 km – in January 2020 and expects the assigned contractors to complete all civil works within 30 months. Technical bids were opened on July 1 to reveal 12 firms / consortia had submitted 17 bids for both, and financial bids were opened for C2 in September to reveal Ranjit Buildcon as the lowest bidder.

During technical bid evaluation for C1, bids from CSCEC – Gayatri JV, KEC and Ranjit – Evrascon JV were found to be technically non-compliant to the tender conditions, so their financial bids were not opened. Per a source, GMRC required bidders to have experience in erecting steel truss bridges.

Brief Scope: Construction of i) 8.124 km elevated viaducts and 8 stations from Ch. 17343.443m to 25467.443m, ii) 5.420 km elevated viaducts and 3 stations from GNLU to GIFT City and iii) 0.815 km elevated viaducts and additional platform at Koteshwar Road station for Ahmedabad Metro Rail Project Phase-II from Motera to Mahatma Mandir and GNLU to GIFT City (excl. E&M, Architectural, finishing and roofing)

Package C1 includes the 8.124 km elevated section from Motera Stadium to GNLU with 8 stations and the 5.42 km section from GNLU to GIFT City with 3 stations. In addition a 0.815 km viaduct (likely a siding line for emergency pull-offs) and additional platform at Koteshwar Road Station will be built.

Afcons Infrastructure’s bid of Rs 1011.59 crore was Rs 5.72 crore below GMRC’s estimate of Rs 1017.31 crore, so I don’t see any issues arising during financial bid evaluation. When awarded, this will be their second major win in Ahmedabad. Prior to this, they won Phase 1’s 2.446 km underground package UG-1 connecting Line-1’s East Ramp – Kankaria East – Kalupur.

Last month, Ranjit Buildcon emerged as the lowest bidder for the 6.478 km Package C2 from GNLU to Gandhinagar Sector-1 with 5 stations at Raysan, Randesan, Dholakuva Circle, Infocity, and Sector-1.

So with today’s development, now just the bidding process is pending for the last 8.2 km section of the line, all within Gandhinagar, to connect Sector-10A, Sachivalaya, Akshardham, Juna Sachivalaya, Sector-16, Sector-24 and Mahatma Mandir.

    Any update on the ongoing works of this project? The only operational section (6kms!) was opened in March ’19. When will the next section be commissioned? Which one is that?

    When will the entire 40km phase-1 be commissioned/completed?
