Jindal Only Bidder for Mumbai Metro Line 5 & 9’s Head Hardened Rails

March 16 2023 Update: MMRDA has canceled the tender with the reason “Minimum Bids Not Received”.

January 6 2023 Original Post: Jindal Steel & Power Ltd. (JSPL) on Thursday emerged as the only bidder to supply 6800 MT of head-hardened rails for Mumbai Metro’s 24.9 km Orange Line-5 (Thane – Bhiwandi – Kalyan) and 11.38 km Red Line-9 (Dahisar East – Mira Bhayander).

These special tracks for Package CA-159 will be 60E1 – 1080 grade as per Indian Railway Specification T-12-2009, and manufactured through a special heat treatment process to provide additional strength, lower residual stress, elongate track-life and minimize maintenance.

Mumbai Metropolitan Region Development Authority (MMRDA) had invited bids for this contract in November 2022 with a 365 day deadline and Rs. 59,46,42,512 estimate.

If MMRDA is not satisfied with 1 bid, then this package will head to a retender. If they are, then JSPL’s bid will be sent for technical evaluation which will take a month or so to complete. If JSPL qualifies, which they easily should, then their financial bid will be opened to see if their bid is within a certain range of the budgeted estimate for a contract to be awarded.

Back in November 2022, MMRDA received 2 bids – from JSPL and Mitsui & Co. – for 32.32 km Line-4’s head hardened rails contract (retender of Package CA-150). Technical bid evaluation is currently underway.
