Alstom Awarded Delhi Metro Silver Line’s Signaling Contract DS06

Delhi Metro Rail Corporation (DMRC) this week awarded Alstom Transport India with a Rs. 219.59 crore contact for the train-control and signaling solution (Package DS-06) of Delhi Metro’s 23.622 km Silver Line.

This new primarily underground under construction line of the 65.1 km Delhi Metro Phase 4 project in South Delhi will connect Delhi Aerocity – Tughalakabad via 16 stations.

It will be equipped with Alstom’s Communications Based Train Control (CBTC) system and run in conjunction with i-ATS (jointly developed by DMRC and BEL) in parallel with its Automatic Train Supervision (ATS) system.

DMRC had invited tenders for this contract, funded by Japan International Cooperation Agency (JICA) in February 2022 with a 4 year deadline and unknown estimate.

Technical bids were opened in August 2022 to reveal Alstom as the only bidder. After the completion of technical evaluation, Alstom’s financial bid was opened in November. That was followed by a 3 month contract negotiation period which saw Alstom placing 4 revised offers to DMRC.

Final Contract Value: Rs. 160,34,85,792 + Euro 5,924,631 + USD 1,168,446 (approximately Rs. 219.59 crore)

DMRC’s Brief Scope: : Design, Manufacture, Supply, Installation, Testing & Commissioning of Train control & Signalling System for Aerocity to Tuglakabad Corridor of Phase-IV of Delhi MRTS.

Alstom Transport was also awarded Silver Line’s rolling stock supply contract in October 2022 as part of a larger 312 coach contract for Phase 4 (Package RS17). DMRC initially plans to service the line with 78 coaches (13 x 6 coach trains) which to me sounds grossly insufficient as I’ve shared in the past.
