Bids Invited for Hyderabad Airport Metro Line’s Civil & System Contract

Hyderabad Airport Metro Ltd. (HAML) on Monday invited bids for the civil construction and system procurement of Hyderabad Metro’s 31 km Airport Express Line.

This semi high-speed rail line along Hyderabad’s Outer Ring Road (ORR) will be developed under Hyderabad Metro’s Phase 2 project to connect Mindspace Junction with Rajiv Gandhi International (Shamshabad) Airport via 10 stations – 9 elevated and 1 underground.

Trains on this line will run on an elevated viaduct for 28.5 km and underground for 2.5 km at the airport within Hyderabad Aerocity. It is expected to cover the distance from Gachibowli in the city to RGIA in 20 minutes with trains operating at a maximum speed of 120 kmph.

  • Estimated Value: Rs. 5688 crore
  • Contract Period: 36 months
  • Pre-Bid Meeting: June 14 at 11 am
  • Bid Submission Deadline: July 5 at 5 pm

Brief Scope: Design & Construction of Hyderabad Airport Express Metro Line from Raidurg Metro station to Shamshabad Airport Station (31 km) including Elevated Viaduct, 9 (nine) stations, E&M works, Track Works, supply and commissioning of Rolling Stock, Traction & Power Supply, Signaling & Telecommunications, AFC, etc. (link to tender notice)

10 stations (9 elevated & 1 underground) will be built at Mindspace, Raidurg, Biodiversity, Nanakramguda, Narasingi, TSPA Junction, Rajender Nagar, Shamshabad Junction, Airport Cargo and RGIA Terminal (only underground station).

The scope of this contract – with civil and systems work clubbed together – is unprecedented. I imagine majority of the bids, if not all, will be a joint venture (JV) of some sorts between civil and system firms.

Earlier this month, SYSTRA – RITES – DB JV and HAML signed a contract for the line’s General Consultant (GC) work. The consortium had won that contract back in April to assist HAML with the line’s implementation through assistance in design, supervision, safety, quality control and contract management.

    Who is the Financing agency for this project?

      They’ll be utilizing state government funds. One of the sources is likely ORR’s 30 year Toll-Operate-Transfer project (IRB recently won its contract and will be making an upfront payment of Rs. 7380 cr to HMDA)

    What are they thinking?
    Civil, systems, rolling stock all in a single contract?
    What if any one company goes broke. The entire project will be delayed

        What do you mean by common sence?

        It will obviously be a JV. But the point is any JV company goes broke, it has the potential to derail the entire project because of how the legal system may deal with bankruptcy. And since it will be a big JV re tendering the role that that one company played will be difficult.
        A lot of negotiations and messy paperwork will be involved.

      Beml is not eligible because they don’t have 120km speed design..it will be Alstom , CAF or Rotem doing a JV with L&T for construction

        So the only Indian company in JV is l&t.
        So 50% of the project investment is going to be taken away to foreign land development and employment.
