KSM Wins Agra Airport’s New Terminal’s Construction Contract

K.S.M. Bashir Mohd. And Sons on Friday was declared as the lowest bidder for the civil construction work of a new terminal building at Pandit Deen Dayal Upadhyay Airport in Agra, Uttar Pradesh.

Agra Airport’s new terminal building, spread across an area of 34,346 sqm, has been designed by Airports Authority of India (AAI) to handle 1400 peak hour passengers. It will be equipped with 4 aerobridges, 32 check-in counters, and 3 baggage claim belts. Its apron will also be expanded to handle 9 narrow-body aircrafts (eg. B737, A320).

This project at the Indian Air Force’s Agra Station in Kheria involves expanding its civil enclave. Uttar Pradesh’s government in September 2023 sanctioned Rs. 123.59 crore to acquire 92.50 acres for its development in 3 villages of Dhanauli, Abhaypura and Balhaira.

AAI then invited tenders for the terminal’s civil construction contract in December 2023 with a Rs. 441.79 crore estimate and 2 year completion deadline.

Technical bids were opened in mid-February to reveal 13 bidders. Among those, bids submitted by Joint Stock Company Industrial Association Vozrozhdenie and Uttar Pradesh Rajkiya Nirman Nigam Ltd. were found technically non-compliant to the tender conditions and were disqualified.

AAI’s Brief Scope: Development of New Civil Enclave at Agra Airport Sub-Head- Construction of New Integrated Terminal Building and Allied Works on Engineering Procurement and Construction (EPC) Mode

KSM Bashir’s bid of Rs. 343.20 crore was well below AAI’s estimate of Rs. 441.79 crore, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.

This will be KSM’s first contract in the aviation space. In the past they’ve built Kanpur Metro Line-1’s Polytechnic Depot, and they’re currently building Indore Metro’s Gandhi Nagar Depot and Delhi – Meerut RRTS’ Modipuram Depot.

With this development, I expect basic ground work to start in Q2 (April – June) and full fledged construction work in Q3 (July – September).
