Leena Wins Mumbai Metro Line 7A & 9’s Electrification Contract CA-176

Leena Powertech Engineers Pvt. Ltd. on Tuesday was declared as the lowest bidder for the 25 kV AC OHE electrification contract of Mumbai Metro’s Red Line (Line-7A & Line-9) by Mumbai Metropolitan Region Development Authority (MMRDA).

Both lines 7A & 9 are under construction as extensions of the operational 16.5 km Line-7 (Gundavali – Dahisar East) by J Kumar Infraprojects via civil Package CA-48 since March 2020.

Underground Line-7A (Gundavali – Airport Colony – CSIA) is a 3.17 km southern extension of Line-7 where the electrification contractor will mostly install rigid OHE (ROCS). Elevated Line-9 (Mira Bhayandar – Dahisar East) is a 11.38 km northern extension of Line-7 and will be equipped with flexible OHE (FOCS).

MMRDA had invited bids for this contract (Package CA-176) in June 2023 with a Rs. 108.01 crore estimate and 30 month deadline. Technical bids were opened in December 2023 to reveal 4 bidders.

During evaluation, bids submitted by BNC Power Projects Ltd. and Texmaco Rail and Engineering Ltd. were found technically non-compliant to the tender’s conditions and were disqualified.

Note: List below shows lead bidders. Some of the bidders may be in a joint venture with others as Siemens has traditionally bid with RVNL, while Leena has traditionally bid with Cimechel Electric Company.

Leena’s bid of Rs. 122.09 crore was 13.03% higher than MMRDA’s estimate of Rs. 108.01 crore, which I believe would be accepted with or without negotiations.

When awarded, this will be Leena’s second major electrification contract for Mumbai Metro. The OHE electrification system for Line-7 (Dahisar East – Gundavali) was installed Leena Powertech Engineers Pvt. Ltd – Cimechel Electric Company JV under Package CA-65.

Tunneling works are currently underway for Line-7A by TBMs Disha & Dhruv, while superstructure works are underway for Line-9’s viaduct.

Back in March 2024, Rahee Infratech was awarded both lines’ standard gauge ballastless track work contract CA-167, and at this point I reckon we’re easily another 2.5 years away from seeing both extensions getting commissioned.

    You have mentioned the wrong JV Partners for this project. M/s Leena Powertech Engineers Pvt Ltd is in Consortium with M/s Umesh & Brothers Construction. Additionally, SIEMENS is a Sole Bidder.

    1) Just for your information. As per News articles published on 26th July NACPL-MANSI-UCC Consortium Won Architectural Finishing Work of Mumbai Metro Line 5.
    2) Looks like Rithwik Depot Bid is in JV.
