L&T Wins Agra Metro Line-2’s AGCC-07 Construction Contract

Larsen & Toubro (L&T) was today declared as the lowest bidder for civil construction contract AGCC07 of Agra Metro Phase 1 project’s 15.09 km Line-2 which will connect Agra Cantonment – Kalindi Vihar via 14 elevated stations.

This mega package by Uttar Pradesh Metro Rail Corporation (UPMRC) includes the construction of the entire line’s viaduct, 14 elevated stations, 530m viaduct to Line-2’s Kalindi Vihar Depot, and interestingly a 2.61 km viaduct from north of Sadar Bazar metro station to Line-1’s PAC Depot built by Lisha Engineers as part of Package AGCC-03.

Its scope includes the entirety of Package AGCC-06 (Agra Cantt – Sanjay Place) which was abruptly scrapped by UPMRC in October 2023 and absorbed into Package AGCC-07’s scope.

UPMRC had invited bids for AGCC-07’s construction in December 2023 with a Rs. 1529.29 crore estimate and tight 24 month deadline. Technical bids were opened in March 2024 to reveal 6 bidders, and bid evaluation was completed last week to reveal 4 bidders had qualified in the technical round.

UPMRC’s Brief Scope: Design and Construction of Main Line Elevated Viaduct from Agra Cantt. Road, Sultanganj crossing, Kamla Nagar, Ram Bagh, Foundary Nagar, Agra Mandi & Kalindi Vihar metro stations including Civil, Associated Ancillary Structures, Architectural Finishes, Water Supply, Sanitary Installation, Drainage, External Development, Fire Fighting, Fire Detection, E&M works and PEB structures in Corridor-2 of Agra Metro at Agra, Uttar Pradesh, India

At Agra College Station users will be able to interchange and switch over to the city’s 14.25 km Line-1 (Sikandra – Taj East Gate) where an underground station is under construction by Afcons – SAM India JV as part of Package AGCC-02.

L&T’s bid of Rs. 1466.49 crore was Rs. 62.79 crore (4.11%) below UPMRC’s estimate of Rs. 1529.29 crore, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.

When awarded, this will mark the re-entry of L&T back into elevated metro projects’ construction in north India as all their ongoing projects deal with underground tunneling work – such as Delhi Metro Phase 4’s DC-09 and Patna Metro Phase 1’s PC-03 & PC-08R. Elsewhere in India, their ongoing elevated projects include building Chennai Metro Phase 2’s EV-01 on Line-3, ECV-01 on lines 4 & 5, and ECV-02 & EV-03 on Line-5.

With this development, I expect basic pre-construction ground work for Line-2 to begin in early October and full-fledged construction work to start by the end of Q4 in December.

    Better to correct that UPMRC has dropped second depot at Kalindi Vihar. As per tender document there is no 500m corrider for Kalindi Vihar Depot. That interestingly 2.1km corridor to connect Line 1 depot will actually be used to connect to new depot nearby current PAC depot.
