Afcons Wins Bhopal Metro Line-2 Package BH-05’s Contract

Afcons Infrastructure was today declared as the lowest bidder for constructing Package BH-05 of Bhopal Metro Phase 1 project’s 12.915 km Blue Line (Line-2) which will connect Bhadbhada Chauraha – Ratnagiri Tiraha via 14 elevated stations.

This mega package by Madhya Pradesh Metro Rail Corporation Ltd (MPMRCL) includes the construction of the entire Blue Line’s viaduct, 13 stations, and a ramp leading to Subhash Nagar Depot which will be shared with 14.99 km Orange Line (Karond Circle – AIIMS) for maintaining and stabling 27 Alstom Movia train-sets.  

Bhopal Metro’s Blue Line was earlier designated as the Red Line. Its Bogda Pul Station (interchange with Orange Line) will be built by URC Construction as part of Package BH-03.

MPMRCL had invited bids for the Blue Line’s construction in June 2023 financed by the European Investment Bank (EIB) through a €400 million loan. The contract comes with a 3 year construction deadline and a Rs. 1121.63 crore estimate.

Technical bids were opened a year ago in October 2023 to reveal 7 bidders, and bid evaluation was completed last week to reveal 4 bidders had qualified through the technical round.

Bhadbhada Chauraha, Depot Chauraha, Jawahar Chowk, Roshanpura Chauraha, Kushabhau Thakre Hall, Parade Ground, Prabhat Chauraha, Govindpura, Govindpura Industrial Area, JK Road, Indrapuri, Piplani and Ratnagiri Tiraha (excluding an Elevated Passenger Interchange Metro Rail Station), between Chainages 50+000 and 62+915, and access to Depot between Chainages 00+155 and 01+100 for Blue Line for Bhopal Metro Rail Project

Afcons’ bid of Rs. 1006.74 crore was well below MPMRCL’s estimate of Rs. 1121.63 crore, so a contract should be awarded in the coming weeks without a long financial bid evaluation period.

Package BH-05 is the last major civil contract of Bhopal Metro’s Phase 1 that is pending award. When awarded, this will be Afcons’ second major metro related contract this year after 11.2 km Kochi Metro Pink Line’s Package KBC-3 which awarded in June. If MPMRCL is quick to award this, then we should see basic site preparation activities start by year-end.
