All Firms Disqualified for DPR of Delhi – Mumbai Expressway’s Agra Spur

National Highways Authority of India (NHAI) on Wednesday disqualified all 3 bidders for the Detailed Project Report (DPR) Consultant contract of 1350 km Delhi – Mumbai Expressway (NE-4) project’s spur connecting Agra, Uttar Pradesh.

This roughly 100 km new access-controlled highway has been envisioned to connect Rajasthan’s Barodameo on NE-4 with Bharatpur and Agra. I imagine it will be connected to the upcoming 86.5 km Paniyala – Barodameo Expressway on the west-side and to the operational Agra Ring Road on the east-side.

NHAI had invited tenders for its DPR Consultant contract in September 2024 with a Rs. 5.90 crore estimate and 365 day (1 year) deadline.

Technical bids were opened on September 25 to reveal 3 bidders, and during evaluation all 3 were deemed non-eligible as they didn’t meet the adequate residual bid capacity laid out in the tender’s conditions.

  • LN Malviya Infra Projects Pvt. Ltd. – Highway Engineering Consultant JV
  • SECON Pvt. Ltd.

With this development NHAI will have to re-invite bids, resetting the clock in the tendering process, and hope they get better participation next time.

When ready, the project’s DPR will suggest the most optimal route, land acquisition requirement, traffic projection, interchanges, and physical composition (bridges, underpasses, culverts etc.) among other features.
