L&T Wins Mumbai Metro Line-4’s 2nd Track Work Contract CA-168

The winner of another crucial system’s contract is now known to me. Back in October, Larsen & Toubro (L&T) was declared as the lowest bidder to supply and install ballastless tracks for Mumbai Metro’s 35.2 km Line-4 & 4A (Green Line) connecting Wadala – Kasarvadavali – Gaimukh through 34 elevated stations.

Standard gauge tracks from this contract (Package CA-168) will be installed at Line 4 & 4A’s roughly 19.5 km southern section between Bhakti Park (Wadala) and Mulund Fire Station. A contract for track-work at the northern section (Mulund Fire Station – Gaimukh) under Package CA-161 was awarded to Apurvakriti Infrastructure in September 2023.

Mumbai Metropolitan Region Development Authority (MMRDA) had invited bids for Package CA-168 in August 2024 with an unverified estimate, which I hear might be Rs. 223.77 crore, and 2 year installation deadline.

Technical bids were opened on October 3 to reveal 3 bidders and their financial bids were surprisingly opened on the very next day.

This development is from October and I hear that MMRDA has not yet issued a contract Letter of Award (LOA) to L&T. That shouldn’t come as a surprise as MMRDA is very sluggish, easily the most sluggish among all Indian metro system developers, to get to that stage.
