Egis-led JV Wins Patna Metro’s General Consultant Contract

Egis Rail – Egis India – Tumas India – Lion – PINI India JV last week was declared as the preferred bidder for Patna Metro Phase 1 project’s General Consultant (GC) contract by Patna Metro Rail Corporation Ltd. (PMRCL).

This development took place around the same time another consortium led by Egis Rail won Pune Metro Phase 2‘s General Consultant contract.

In Patna, the Egis-led consortium’s selection was based on the Quality and Cost Based System (QCBS) method. Although they did not score the highest technical score (the Nippon Koei-led consortium did that), they eventually scored the highest total score of 83.33/100, which is a combination of the normalized technical and financial scores.

Patna Metro’s 30.91 km Phase 1 network will feature two mostly-elevated lines with 24 stations including 2 interchanges at Khemni Chak and Patna Junction Railway Station. Construction work by NCC started in December 2020 and is currently being managed by the Delhi Metro Rail Corporation (DMRC).

PMRCL had invited expression of interest (EOI) applications for the project’s General / Project Consultant contract in August 2023, and then issued a RFP to shortlisted applicants in March 2024. Technical bids were opened in May 2024 and their financial bids were opened last week.

The expression is invited for short listing of consultants for issue of Request for Proposal (RFP) for Consultancy Services for implementation of Patna Metro Rail Construction Project. The consulting services shall be provided by the consulting firm selected in compliance with JICA Guidelines for the Employment of Consultants under Japanese ODA Loans, April 2012.

PMRCL’s estimate remains unknown to me, so we’ll have to wait and see how this plays out. Patna Metro project is running way behind schedule, so hopefully the appointment of a dedicated General Consultant will help PMRCL with the project’s execution through assistance in design, supervision, safety, quality control and contract management.

A tender notice is still pending for Patna Metro’s rolling stock & signaling contract (JICA-financed) which has and will continue to severely delay the opening of the project’s 6.1 km Priority Corridor connecting Malahi Pakri – New ISBT. Unless PMRCL leases trains or brings them them in from Delhi Metro, which I hear might be a possibility, the way things are going I see commercial operations on Patna Metro starting no sooner than 2027.
