8 Bidders for Bangalore Metro Phase 2, 2A & 2B’s ISA Contract

Eight firms have submitted bids for the Independent Safety Assessment (ISA) services contract for the 73.92 km Bangalore Metro Phase 2, 18.23 km Phase 2A and 37 km Phase 2B projects after Bangalore Metro Rail Corporation Ltd. (BMRCL) opened technical bids in June-end.

The scope of this package 11 S&T SA involves providing ISA services for the signalling and train control system of Phase 2’s 21 km Pink Line (Reach-6) and Phase 2A & 2B’s 56 km Blue Line, and platform screen doors (PSDs) or gates of Phase 2’s 19 km Yellow Line, Pink Line, Phase 2A & 2B’s Blue Line.

The assigned contractor will be working closely with Alstom Transport India which was awarded Bangalore Metro’s CBTC Signaling & PSD contract 10 S&T-DM in June 2024. These systems will work in sync and support operations by 53 x 6-coach BEML trains which are currently being procured as part of Phase 2’s 5RS-DM rolling stock contract.

BMRCL had invited bids from firms specializing in testing, safety inspection and certification of rail systems in March 2025, and expects the ISA to be onboard for 1200 days (3.3 years).

  • Phase 2’s Pink Line (Nagawara – Kalena Agrahara): 6 elevated stations with PSGs & 12 underground stations with full-height PSDs

Phase 2 project’s 19 km Yellow Line (RV Road – Bommasandra) is on the verge of opening any time now in the next few months. BMRCL has so far received 3 trains from CRRC-Titagarh, with a 4th one planned to arrive in early August per Deccan Herald.

BMRCL’s MD recently committed to opening the line on August 15, but that seems high implausible to play out as the train will have to go through extensive testing within Hebbagodi Depot, and it remains to be seen if BMRCL will actually start operations with just 4 trains that will result in a low frequency operating at 20-22 minute headways. They’ve absorbed tremendous public pressure by now, and waiting for just a few more months to allow additional trains to arrive just might be their game plan.

@TMRG, what is your opinion on the delays that the Yellow Line is facing? In my opinion, while BMRCL is partly to blame, many of the delays and errors leading to them were not in their hands.

Not necessarily. Yes, if you look at the situation, it might seem as if the delays at tutagarh over the last 2 years are out of control for bmrcl, but there is a lot govt agencies can do and have done to solve such issues in the past.
An example that comes to mind is when pune metro was first inaugurated, they simultanusly started with parts of both pink and aqua line but they did not have trains for the aqua line nor was the line connected to the depot back then.
MahaMetro could have not opened that aqua line section back then waited for a few months when the line did get connected to depot and trains were actually available. It was a infact not even an excuse.

But you know what they did? They got 2 trains from Nagpur and put those up there. For a few months, those trains would go back and forth on that stretch and infact even be stabilized on the viaduct itself for the night where basic maintained took place. Until a few months later when the line to depot was ready and actual aqua line trains came by, then those nagpur trains returned.

Not what could bmrcl do? Well, Indore and bhopal have a lot of 3 coach alstom trains that are technically compliant with schedule of dimensions of yellow line. Infact indore’s trains are yellow as well. Last i saw, Indore had 10+ trains delivered which they do not need for atleast 6-8 more months.
BMRCL could have got those trains on a lease and started services. Those could then be returned as titagarh delivered. Expensive ? Yes. Worth it? YES.

Not to mention, karnataka govt and central government could have helped titagarh solve their issues if they really wanted to. A simple call from the CMO or the PMO is enough to get a lot of balls rolling. They didn’t. And I blame it on bmrcl management cause I guarantee they did not even try. Knowing our politicans, they would have made such calls and taken a lot of credit for it had that option been presented to them in time.
