ITD Cem Wins Pune Metro Swargate – Katraj Line’s Underground Contract P1A-UGC(R)

ITD Cementation today was declared as the lowest bidder for the civil construction contract of Pune Metro Purple Line‘s 5.46 km extension from Swargate to Katraj by Maharashtra Metro Rail Corporation Ltd. (Maha-Metro or MMRCL).

This underground extension under Package P1A-UGC(R) will consist of twin tunnels and be implemented under Pune Metro Phase 1A (Phase 1 extension) project with 5 new underground metro stations at Market Yard (Gultekdi), Bibwewadi, Padmawati, Balaji Nagar, and Katraj.

PINI India was awarded its Rs. 6.84 crore Detailed Design Consultant (DDC) contract in March 2024, and the project was approved by India’s Central Government in August 2024 with an estimated cost of Rs. 2954.53 crore and deadline of February 2029.

Maha-Metro has originally invited bids for this contract in October 2024 with 3 stations at Market Yard, Padmavati, and Katraj. After taking feedback from all stakeholders (public & government), 2 additional stations were added at Bibwewadi and Balaji Nagar, raising the total project cost to Rs. 3637 crore. The contract duration still stands at 42 months.

Technical bids were opened by Maha-Metro in July to reveal 6 bidders for the contract, and evaluation was completed this Wednesday in which all 6 bidders qualified to the financial bid opening round.

MahaMetro’s estimate for this contract remains unknown to me (the Rs. 3637 crore figure is the total project cost for civil + systems + land acquisition), so I’m not sure how ITD Cem’s bid stands relative to the tender’s estimate. We’ll have to wait and see how this plays out.

Swargate – Katraj section will function as a natural extension of Phase 1’s 3.3 km District Court – Swargate underground section which was built by Tata Projects – Gulermak JV and inaugurated by India’s Prime Minister in September 2024.

MMRCL requires the assigned contractor to deploy at least four tunnel boring machines (TBMs). With this exciting development, if ITD Cem receives a LOA by year-end, then we should see pre-construction activities & ground work starting in Q1 2026, actual civil construction in Q2 2026 with tunneling work starting no sooner than Q2 2027.

    By the way, Pune Metro’s tenders awarded page was recently updated and the Bhakti Shakti Stations contract was awarded to YFC-BBG JV while the first DDC for Phase 2 Khadakwasala-Kharadi Line with spur from Manikbaug-Paud Phata was awarded to STUP Consultants.
