L&T Wins Mumbai – Ahmedabad HSR’s Package C6

November 19 Update: Contract has been awarded to L&T

Original Post:

Another package down! Minutes ago, Larsen & Toubro (L&T) emerged as the lowest bidder for constructing the 87.569 km Package C6 of the 508.17 km Mumbai – Ahmedabad High Speed Rail (MAHSR Bullet Train) project, after officials from the National High Speed Rail Corporation Ltd. (NHSRCL) opened financial bids submitted by 3 infrastructure companies / consortia.

Package C6 from chainage 401.898 to 489.467 is the third longest package of the entire line, and connects Vadodara with Ahmedabad through one station and a minor depot at Anand-Nadiad.

NHSRCL had invited tenders (bids) for its construction, financed by Japan International Cooperation Agency (JICA), on August 1, 2019 with a 1,370 days (3.75 years) period of completion. Technical bids were opened over a month back on September 25 to reveal 3 bidders making the period of technical bid evaluation unbelievably short – just like that of Package C4.

Financial Bid Values (NHSRCL’s estimate is unknown at this time):

FirmBid
Larsen & Toubro Ltd. (L&T)Rs 7,289.00 crore
Tata Projects Ltd. – J Kumar Infraprojects Ltd. – NCC Ltd. JVRs 9837.89 crore
Afcons Infrastructure Ltd. – Ircon International Ltd. – JMC Projects India Ltd. JVRs 12,697.08 crore

IFB Number: Package No. MAHSR-C-6

Brief Scope: Design and Construction of Civil and Building Works including Testing and Commissioning on Design Build Lump Sum Price Basis for Double Line High Speed Railway involving Viaduct & Bridges, Crossing Bridges, Maintenance Depot and Station (Anand/Nadiad), between Vadodara (MAHSR Km. 401.898) and Ahmedabad (MAHSR Km. 489.467), excluding Works for 01 No. PSC Bridge and 04 No. Steel Truss Bridges, in the State of Gujarat for the Project for Construction of Mumbai-Ahmedabad High Speed Rail

NHSRCL’s estimate is unknown at this time, so I can’t compare how L&T’s bid is placed. But going by how Package C4 was awarded swiftly despite L&T’s bid being 24.925% higher, I wouldn’t be surprised if L&T is also awarded C6’s contract if it is similarly significantly higher – all in the interest of time.

With Package C4 awarded last week, a ground breaking ceremony to kickstart basic preliminary work is expected to begin by year-end. Here’s a status of each civil package of the bullet train project – this table is best viewed on a desktop device.

Nice! Though this has not been awarded, I assume it will be done so very soon given the pace at which C4 was awarded..

In many infrastructure projects as we know the delays again in handing over of vacant land to Contractors . There are encroachments every where on the way very difficult to clear giving rise to delays. We all think the delay is by Contractors without knowing the ground reality.

From article it seems apparent that there are four bridges in package C6. Three steel bridges and one PSC bridge are “excluded”

True, on every alternative days L&t infra may get construction project, but what impact falls on general public, even what these types of heavy weight companies offering to share holders? Since long, investors remain disenchanted, as despite value unlocking done a few year back, no advantages offered to investors. So, let the company run, flourish on its own.

L&T has gotten more than it’s fair-share on this project. About 325kms of Viaduct in total, out of 508kms. That’s ~64%…almost 2/3 of the main route length..

Does NHSRCL have a clause in their tender that a particular contractor won’t be given more than certain number of civil contracts?

It is Great & M/s. L&T will have one more feather on their cap by completion of this major share (the major stakeholders) as one of the country’s first kind of high speed rail project.

The real challenges to accomplish the project within the span of time is the mobilisation of the required resources, for which M/s L&T have to hire/ tie-up with experts/ consultants to meet this mega targets, since there is no indication of JV’s yet. Our Best wishes to M/s.L&T & Team to achieve the tragectory success in the national importance infrastructure development project. Regards

I am hoping the next bids are more competitive, as the two JVs now know their mistakes (they over-bit by nearly equal percentages). Lets see how MH bids turn out to be once the tenders are invited..
